Acted Democratic Republic of Congo

The Democratic Republic of Congo (DRC) remains shaken by the consequences of decades of civil wars. In precarious situations, displaced people suffer from chronic food insecurity or diseases linked to lack of access to water, hygiene and sanitation. Present since 2003, Acted works mainly to respond to emergencies, strengthen the resilience of populations, co-construct effective governance and promote inclusive and sustainable growth. Currently operating mainly in the areas of South Kivu, Tanganyika and North with projects funded by BHA (Bureau for Humanitarian Assistance), FH (Humanitarian Fund), ECHO (European Civil Protection and Humanitarian Aid Operations ) and FCDO Foreign , Commonwealth & Development Office), Acted provides a flexible and adapted emergency response to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven ongoing projects in our different areas, Acted seeks to meet their immediate needs in terms of access to housing (shelters), food security, essential household items and access to water, while ensuring the promotion of a protective environment.

Acted currently has three different projects in the South Kivu Zone. A multi-sectoral emergency project in food and non-food aid, in CCCM and also in agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South-East zone. And a project on Emergency Assistance in Shelter and essential household items for displaced and host populations. As for the Tanganyika Zone, Acted is currently carrying out two projects, one on the theme of Coordinated Action for multi-sectoral programming in camps and outside camps and another carried out in consortium with consisting of supporting agricultural recovery activities and providing food assistance for vulnerable people. Finally, for the North Zone, Acted also has a multi-sectoral response project in terms of food assistance, agricultural support, economic recovery as well as support in terms of Water, Hygiene and Sanitation (WASH).

Acted is committed to acting today and investing in the future with the contribution of a large network of partners, local organizations, global networks and different clusters that bring their expertise, experience and voice for the smooth running of the mission and the achievement of its impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as entities such as OCHA.

Main role and responsibilities

Under the authority of the Area Coordinator and the Country Finance Manager, the Area Finance Officer (AFO) will be in charge of the area’s Finances. More specifically, he/she will be in charge of the implementation and monitoring of financial management and control tools. He/she will also be in charge of training the Finance team.

Budget preparation and contractual review

  • Upon request from the CFM, prepare budgets based on cost information support documents (allocation tables, monthly operating costs and SAGA) and program/logistics inputs (BoQs, designs, etc.)
  • At the zone level, manage the financial part and the start-up and closing meetings of the zone’s projects.

Implementation and monitoring of financial tools

TITANIC Monthly Consolidation and Review

  • Area accounting flows (5th of each month and on request)
  • Verify that the cash and bank balances in SAGA match the account book, bank statements and the cash actually in the safe. If there is a difference, identify the reasons for the discrepancy and correct it.
  • Ensure that flows are properly identified and referenced
  • Check open advance and loan rates and assess the risk to Acted if any
  • Analyze exchange rate gains or losses, conduct surveys at the request of the CFM to optimize exchange operations.
  • Ensure that financial information on exit forms for employees leaving the organization matches accounting data (SAGA) and that advances are closed at least 5 days before the employee leaves the organization.

Review of accounting data (between the 1st and 4th of each month and on request)

  • Ensure that monthly entries in SAGA comply with Acted’s standards description.
  • Ensure that each entry has a second label and a Third Party code if necessary as required by the standards description.
  • Check that the entries in SAGA have the correct accounting code, in line with the Acted accounting standards charter.
    • Cost analysis (between the 10th and 15th of each month and on request)
  • Review the area ACTs and suggest potential re-allocations to the CFM
  • Upon request, present area cost analysis to CFM and CD to assist in decision making process.

Allowances (between the 10th and 15th of each month and on request)

  • Track Acted resource allocations by project at the area level.

Budget control and structure subsidy (between the 10th and 15th of each month, and on request)

  • Update monthly the BFU, CFU, DFU for the projects in the area, and send them to the CFM for validation.
  • Provide an analysis of Acted resources that can be subsidized with new proposals.
  • Identify gaps and risks for financing

Prepare payment of employee salaries (between the 25th and 30th of each month)

  • Ensure consistency between FLATS, attendance sheets and leave sheets.

Training and skills building

  • Provide training to finance employees in the area on Acted FLAT procedures and tools.
  • Supporting Finance and Administration teams in mastering financial documents, using SAGA software
  • Contribute to strengthening the overall efficiency of teams
  • Conduct financial management training for local partners

Qualifications and skills required

  • Master in Finance, Audit, Business Management or equivalent;
  • At least one year of solid experience in financial and budgetary management;
  • Finance/accounting skills;
  • Excellent communication and writing skills to effectively report on financial performance of programs;
  • Ability to monitor and assess financial and monitoring skills of teams, capacity building skills;
  • Ability to take responsibility and manage stress;
  • Ability to function in a cross-cultural environment requiring flexibility;

Terms

  • Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €1,600 and €1,800 net per month (before income tax)
  • Monthly living expenses allowance $300
  • Accommodation in guesthouse and food provided by Acted
  • Social security, mutual insurance (MSH) and repatriation assistance (SOS International) covered by Acted
  • Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
  • Visa fees covered by Acted
  • R&R every 3 months (airfare covered up to $500 + additional $200 allowance)
  • A week of preparation for departure including 4 days of immersion safety training
  • Annual leave of 25 to 43 days per year
  • Possibility of having a 30-minute call with a tax consultant
  • Psychological support (appointment with a professional)
