Context:
Under the overall supervision of the Regional Director (RD) and direct supervision of the Chief of Mission (CoM), and in close coordination with relevant Departments in Headquarters (HQ), the Deputy Chief of Mission (DCoM) will support the CoM in her/his responsibility to ensure coherence between the International Organization for Migration (IOM) Turkey Programmes and Support Services, while also managing early recovery, durable solutions and development programming for the Turkey Country Office (CO). Furthermore, the DCoM will supervise the Heads of Sub-Offices, Support Offices, and will oversee programming for a wide range of programmes and projects being implemented in Turkey in close coordination with relevant Regional Thematic Specialists (RTS) and Regional Resource Management Unit (RRMU). The DCoM will ensure that implementation of IOM programmes is done in an effective and efficient manner consistent with IOM Turkey CO’s overall strategy and in line with the expectations of the IOM’s Donors and beneficiaries, while working with the de facto authorities.
Core Functions / Responsibilities:
- In coordination with the CoM, represent the CO, promoting IOM activities with the national authorities, diplomatic corps, governmental and private donors, Non-Governmental Organizations (NGOs), de facto government authorities and other partners in Turkey and the Region.
- Ensure the effective management of all offices is in place and, in coordination with the Head of Resource Management, ensure that office/administrative systems are fit-for-purpose to support the implementation of IOM programmes, that appropriate organigramme is defined, that offices report in timely and informative manner, and that all Heads of Sub-Offices fully discharge their duties.
- Represent IOM at United Nations (UN) fora, and related sub-working groups, to ensure the extent possible alignment between the work of IOM Turkey, including humanitarian, early recovery and transitional priorities contained within the Humanitarian Response Plan (HRP), Comprehensive Action Plan for Turkey and Neighboring Countries and the United Nations Country Team (UNCT) Transitional Strategy Framework.
- Oversee the formulation of Country Strategies, policies and approaches across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs while ensuring systematic implementation capacity, in close coordination with the Programme Support Unit (PSU).
- Work closely with the CoM, Heads of Sub-Offices and Heads of Units to enhance inter-unit collaboration and coordination, to maximize efficiencies and efficacy within the CO programming to ensure, that all IOM Turkey Units work towards common goals and a consistent and coherent strategy.
- Make strategic recommendations and provide advice to the CoM and Senior Management to improve overall performance of the CO and support the CoM’s Office with development of strategy/policies/guidance notes, organize regular Senior Management Meetings (SMT), set-up meetings with external partners (UN/ de facto authorities), prepare speeches/talking points, and support/facilitate consultation process with defector authorities/UN/international community on Turkey’s strategies.
- Coordinate and manage IOM Turkey’s inputs into multi-agency strategy and operational frameworks such as HRP and UN Cooperation Framework and relevant frameworks stemming from reconfiguration of international assistance in Turkey.
- In close coordination with the Resources Management Unit (RMU), Programme Support Unit and respective Programmes Managers, ensure compliance of all projects with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.
- Manage field operations to ensure implementation of the humanitarian, development and peace building nexus to ensure timely, effective and efficient programming delivery, ensuring through sound leadership, supervision and monitoring that all blockages, disruptions and delays are avoided in order to achieve program results and that these results are measurable.
- Provide overall leadership, guidance and direction for the development of appropriate risk informed operating strategies, day-to-day programme implementation, continuous monitoring and regular reporting by provincial/field offices for programme implementation. Supervise, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility.
- Lead the development of strong donor contacts and relations, monitoring, updating programme funding priorities across the migration management spectrum and provide expert support to the CoM in fund raising activities. Participate in all strategic inter-sector coordination and performance management mechanisms.
- Monitor developments at the international, national, regional and provincial levels. Initiate new approaches and develop methodologies to best meet goals and objectives. Contribute to building the capacities of IOM staff in the thematic areas through on-the-job mentoring and training opportunities.
- Coordinate and manage IOM Turkey’s inputs into multi-agency strategy and operational frameworks, such as the UN supporting IOM’s engagement with UN and de facto government partners through the coordination of strategy documents, position papers, presentations, talking points, etc. in order to ensure that IOM presents a consistent and professional face in all engagement with partners.
- Formally deputize for CoM on an ongoing basis and exercising mission, staff and financial management responsibility in Turkey and Support including chairing the Senior Management Team and Senior Operational Team meetings in the absence of the CoM.
- Ensure IOM participation in appropriate policy and operational UNCT inter-agency mechanisms; engage with UN agencies in the development and implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), and coordinate with UNCT and partners on the implementation and review processes of the migration-relevant Sustainable Development Goals (SDGs), Global Compact for Migration and the UN Network on Migration related activities as these processes move forward.

Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with ten years of relevant professional experience; or
- University Degree in the above fields with twelve years of relevant professional experience.
Experience
- Experience at international level on managing programmes, covering emergency, stabilization and development areas;
- Previous experience as a Head of Office, Chief of Mission and/or Senior Programme Manager with a Government or UN agency, or a regional or international organization;
- Extensive experience in public relations, as well as, liaising with governmental and diplomatic authorities and institutions;
- Experience in managing IOM offices and liaising with governmental authorities, other national/international institutions;
- Excellent understanding of and proven experience in the UN systems and experience in a crisis context;
- Work experience in Asia and/or Middle East and North Africa (MENA) is an asset.
Skills
- Sound knowledge of programme development, management and capacity-building methodologies;
- Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries;
- Good knowledge of financial and administrative management;
- In depth knowledge of the triple nexus and broad-based migration-related programming in complex environments;
- Knowledge of UN and bilateral donor programming;
- Knowledge of programme management in emergency context.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
