Deputy chief of party and senior education advisor At Chemonics

Chemonics seeks a deputy chief of party and senior education advisor (DCOP) for the anticipated 5-year Education Project Task Order under USAID Syria Building Resilient and Inclusive Communities in Conflict (BRICC) IDIQ. The TO’s objectiveis to increase learning opportunities for out of school children and youth, helping them to reintegrate into the classroom and build skills for higher education and the workforce through formal education and vocational training. This position will be based in Amman, Jordan or with possible regional travel. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work closely with the COP to provide expert technical input on all project activities, supporting project teams responsible for primary education, secondary and vocational education, education governance, and other related topics
  • Lead activities and supervise teams as assigned by the COP
  • Provide expert input into work planning, activities, and initiatives, and to project clients and partners
  • Provide expert advice to the government entities in northeast Syria to improve the administration and quality of primary and secondary education in a post-conflict environment, including programming to help out-of-school children to return to formal and non-formal education.**
  • Develop the capacity among education authorities to administer and deliver certified secondary school education in NES, including standardized testing
  • Expand and improve the quality of technical and vocational education delivered through government and non-governmental institutions, including certification and quality control, as well as alignment and coordination with the private sector
  • Develop and introduce new teaching and learning techniques across all levels of the education system, including psychosocial and other programming specifically tailored to both teachers and students in a post-conflict environment
  • Work closely with COP on the management of overall communication with subcontractors
  • Collaborate with a range of partners, including but not limited to USAID, in-country Ministries of Education, other USAID and non-USAID project field offices, international donors, implementing partners, and inter-agency initiatives

Qualifications:

  • Demonstrate expertise and relevant academic qualifications in one more of the core areas listed above: primary and secondary education, post-secondary education, vocational education, education governance, psychosocial support to children in conflict and post-conflict environments, and related topics
  • Experience supporting educational system strengthening in the Middle East and North Africa highly desired
  • At least 5 years of experience working on donor-funded projects in a related role and with demonstrated supervisor experience
  • Experience managing remote teams highly desired, particularly in conflict and post-conflict environments
  • Experience in IDP and returnee integration, in particular the return of children to formal and informal educational opportunities in conflict and/or post-conflict environments, is highly desired
  • Demonstrated leadership, versatility, and integrity
  • Professional proficiency in written and spoken English required; professional proficiency in Arabic and/or Kurdish highly preferred
