DEPUTY CHIEF OF PARTY At Feed the Children

JOB PURPOSE

The Deputy Chief of Party (DCOP) will be responsible for Field Operations and financial management aspects of the project, including budget development and tracking, prime award monitoring and compliance, sub-award management and procurement, logistics. The DCOP will establish and maintain sound financial management practices and ensure the project’s compliance with Feed the Children and USAID procedures, rules, and regulations.

SPECIFIC RESPONSIBILITIES

  • Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub-award management, accounting and logistics.
  • Ensure compliance of financial and operations systems with Feed the Children policies and procedures, USAID rules and regulations, award requirements, and Government of Malawi laws.
  • Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID. Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets.
  • Liaise with internal and external auditors in the review of project financial management.
  • Provide technical assistance, as needed, to local partners on financial compliance and reporting. Provide technical assistance to Cluster Coordinators in rolling out activities.
  • Maintaining rigorous focus on the achievement of the Activity’s Key Performance Indicators (KPIs).
  • Manage the Cluster Coordinators and ensure that they meet their targets/deliverables.
  • Prepare and submit annual and quarterly financial and accrual reports to USAID.
  • Maintain accurate financial pipeline reports and other monthly financial reports for internal analysis and tracking purposes to be reviewed with the Chief of Party and other relevant Feed the Children staff members.
  • Identify issues and risks related to project implementation on time and suggest appropriate adjustments to the Chief of Party and work with Cluster leaders in addressing these risk-related issues.
  • Ensure grant/project expenses are reasonable, allocable, prudent, and spent per donor rules and regulations to ensure clean audits.
  • Oversee supply and equipment acquisition, disposition, and management in compliance with FTC-Malawi internal and donor requirements.
  • Organize and direct the work of project staff and short-term advisors, set individual performance objectives cascaded from project objectives to all staff hired in the project.
  • Provide supervision, training and performance management coaching and feedback.
  • Ensure strong staff management practices, consistent with FTC policies, donor requirements and local laws
  • Ensure proper technical capacity of staff is available
  • Effective and accurate reporting and communication:
  • Establish and maintain effective reporting, evaluation, and internal communication.
  • Ensure timely and accurate reports that meet donor requirements.
  • Networking and Liaison with different stakeholders.
  • Liaise with host government officials, local communities, and other organizations as appropriate.
  • When delegated by the Chief of Party (COP), represent the project in meetings with donors and other stakeholders.
  • Carry out additional responsibilities and projects as assigned, including administrative and planning functions.

REQUIRED QUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITIES

  • A Master’s Degree in Business Administration, Finance, Accounting, or other relevant fields.
  • Minimum of 10 years experience in operations management, with 5 years of direct international work experience in developing countries.
  • Prior experience managing administration / operations for large-scale USAID programs.
  • Demonstrated knowledge, skills, and/or experiences in financial planning and management, and procurement, among other management support areas/functions, as required.
  • Demonstrated experience and skills in developing and managing large budgets, including proficiency in relevant computer applications, databases and automated accounting software systems and spreadsheets.
  • Possess excellent organizational and analytical skills.
  • Demonstrated skills, abilities, and experiences to manage sub-contracts and sub-grants.
  • Familiarity with USAID and other US Government organizations’ rules and regulations is required.
  • Proficiency in Microsoft Office applications such as MS Word and MS PowerPoint, with expert knowledge of MS Excel
  • Ability to integrate, lead and motivate teams of professionals around common goals
  • Demonstrated accomplishment in working with host-country professionals, government ministries and donor colleagues in-country.
  • Strong communication and interpersonal skills.
  • Good planning and organizational skills.
  • Strong writing and oral presentation skills in English.
