Deputy Chief of Party At Global Rights Compliance

OBJECTIVES

Global Rights Compliance (GRC) is an international legal foundation focused on bringing perpetrators to justice for atrocity crimes. We have a presence in the Hague, London, Washington, and Kyiv.

GRC work in Ukraine in support of the Office of the Prosecutor General (OPG) through several GRC Mobile Justice Teams (MJTs) who assist the OPG by providing crime scene evidence collection and analysis and real-time advice on investigations and case building. Our headquarters for this project are in Kyiv, Ukraine. GRC’s MJTs operate throughout Ukraine in areas of interest to the OPG.

We are looking for a senior management team member based in Kyiv who will be the Deputy of President of GRC Foundation / Project Director on day-to-day program and operations management.

DUTY STATION: The job will be based in Ukraine.
CONTRACT DURATION: 1-year contract.

DUTIES AND RESPONSIBILITIES

Primary Responsibilities:

  • Support the COP in day-to-day program management and serve as Acting COP in their absence.
  • Coordinate technical inputs on project activities. Manage, supervise, and mentor technical staff, and ensure appropriate collaboration between project teams.
  • Oversee fulfillment of all contract deliverables including technical and administrative reports.
  • Ensure project activities comply with donor regulations, project management policies, and GRC rules and regulations in coordination with home office administration.
  • Oversee activity monitoring, evaluation, learning, and adaptation.
  • Create management systems in line with GRC’s standard operating procedures, ensuring consistency with project needs.
  • Communicate, implement, and ensure adherence to GRC and project policies, guidelines, and values.
  • Promote a team approach that emphasizes high-level performance, creative solutions, adaptive feedback, and achievement of project goals in a cooperative, collegial atmosphere.
  • Establish and maintain cooperative relationships with key stakeholders, including government counterparts, grantees, the private sector, and implementing partners.
  • Manage, supervise, and mentor project technical staff.
  • Coordinate regularly with the COP on technical management and decision-making.
  • Conduct work planning, performance management, and strategic communications.

ATTRIBUTES AND EXPERIENCE

  • At least eight (8) years of experience working on donor-funded Justice and Human Rights projects in a DCOP or a similar role.
  • Experience working in field offices of the development sector, preferably complex, time-sensitive, and challenging field operations.
  • Financial, Operational, and Program management experience
  • Experience in developing and administering grants and cooperative agreements is required.
  • The DCOP must have the capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out.
  • Supervisory experience, preferably working with culturally and geographically diverse staff.
  • Ability to cope with and function effectively in high-stress and fluid environments.
  • Fluency in written and oral English is required and demonstrated working fluency or proficiency in Ukraine / Russian is highly desired, but not required.
