As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, we are seeking an experienced Deputy Chief of Party for an anticipated Iraq Monitoring Project. The purpose of this contract is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected programs in Iraq, which are funded by USAID’s Bureau for Humanitarian Assistance (BHA). The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

This is a long-term position for Iraqi nationals only based in Erbil, Iraq.

Job Description

The Deputy Chief of Party must provide the overall technical direction to the IMP team on monitoring methodology and data analysis. She or he will be responsible for the technical design of the monitoring plan, data collection tools, leading engagement with implementing partners, and ensuring integrity of data and the overall monitoring system. The Deputy Chief of Party will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.

Duties and Responsibilities

  • Supervises monitoring operations and cross-cutting technical team.
  • Effectively manages subcontractors in providing timely, relevant, high-quality services.
  • Understands USAID/BHA standards, indicators, and data collection tools and reporting timelines and systems.
  • Serves as the main point of contact with implementing partners, facilitating planning meetings and coordination based on the monthly monitoring schedule.
  • Oversees the preparation and quality of monthly routine reports and annual presentations.
  • Track compliance with deliverables schedule.
  • Other duties as assigned by the chief of party.

Requirements

  • Must hold a bachelor’s degree in internal affairs, social science, or a related field, or A master’s degree in international affairs, social science, statistics or a related field is highly desired.
  • The Deputy Chief of Party must have at least five (5) years of progressively responsible experience related to monitoring and evaluation. Within the 5 years of experience, the Deputy Chief of Party should have at least two (2) years of experience managing teams.
  • The Deputy Chief of Party must have previous experience providing technical support to third party monitoring projects, M&E support projects, or large scale evaluations.
  • The Deputy Chief of Party should have previous experience conducting quantitative and qualitative field research in conflict zones or complex emergencies. Must have excellent oral and written communications skills, analytic skills, interpersonal skills and team management skills
