Proposal Summary:
MSI is preparing to bid on the USAID/ESC Tertiary Anti-Violence Activity. This activity aims to provide gang-involved youth with tailored interventions that reduce their risks of re-engaging with gangs, strengthen the criminal justice system, pilot secondary and tertiary anti-gang interventions, and incentivize youth against joining gangs and lead them to positive life outcomes.
Position Summary:
MSI is seeking a Deputy Chief of Party (DCOP) who will support the chief of party (COP) in overall project leadership, management, and technical direction of the anticipated USAID/ESC Tertiary Anti-Violence Activity. The DCOP will also oversee the effective operation of finance, human resources, security and logistics/travel and procurement functions, ensuring these functions are fully aligned with programmatic priorities and objectives. The position will be based in the Eastern and Southern Caribbean region. Specific countries of focus may include Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Trinidad and Tobago.

Responsibilities:
- Provide support to the COP and technical team with implementation, management, client engagement and coordination between partners, government counterparts, and other implementing partners.
- Oversee the effective operation of human resources, finance, grants, procurement and other office administration functions. Work with functional directors to ensure that these units’ activities are working in harmony with the technical objectives and are in compliance with MSI and USAID policies/regulations.
- Contribute to the overall program planning, monitoring, and reporting to assess project’s progress. Coordinate communication with project partners.
- Serve as acting COP in their absence.
Qualifications:
- A Master’s degree or higher in a relevant subject such as development studies, business administration, law, or social sciences.
- Minimum of eight (8) years professional experience in international development with at least four (4) years of experience in leadership positions managing development project operations in a programmatic and/or operational capacity. Experience managing regional projects preferred.
- At least three (3) years of experience in grants design, management and oversight for USAID-funded projects.
- Strong demonstrated knowledge of USAID policies and regulations.
- Demonstrated experience in the areas of positive youth development, crime and violence prevention, anti-gang programming, citizen security or criminal justice reform preferred.
- Demonstrated experience in programs requiring community-level engagement preferred.
- Strong leadership and interpersonal skills and demonstrated ability to manage and motivate teams.
- Excellent oral and written communication skills in English.
