DEPUTY CHIEF OF PARTY, EGYPT At CARE USA

CARE seeks a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Ending Violence against Women and Girls Activity. This project aims to address and eliminate gender-based violence/violence against women and girls, including female genital mutilation/cutting (FGM/C), child, early and forced marriage (CEFM), and seasonal marriage as forms of trafficking in persons.

The Activity will: (1) support positive behavioral change to end VAW/G; and (2) expand access to quality integrated VAW/G support services and responsive interventions, such as medical, legal, psychosocial, and economic empowerment services. The Activity will respond to the U.S. and Egyptian Governments’ shared policy priorities focused on gender equality and women’s empowerment.

The DCOP will support the Chief of Party (COP) in all programmatic and administrative areas. They will lead and provide technical expertise in programming public participation and coordinating the program’s work with beneficiaries. In collaboration with the COP, the DCOP will be responsible for the successful performance of the project as defined in the program’s statement of work.

This activity is expected to be a five-year program in the $25M range.

Location: Cairo, Egypt

Primary Responsibilities:

  • Oversee the coordinated planning of activities and resources, and implementation of the program and program operations in line with state-of-the art strategies, technical standards, and applicable USAID rules and regulations.
  • Coordinate technical inputs on project activities. Hire and supervise technical staff, perform quality control, and ensure appropriate collaboration with partner project teams.
  • Provide strategic guidance to the technical teams, ensure work plans are developed and budgeted appropriately, and implementation plans are tracked to deliver results and meet cost share requirements.
  • Manage and supervise the work of project team members, subcontractors, and expert consultants to achieve relevant project objectives and targets and ensure timely implementation of designated activities.
  • Promote a team approach that emphasizes high-level performance, creative approaches, adaptive feedback, and achievement of project goals in a cooperative, collegial atmosphere.
  • Support the COP in all management aspects of the project and represent the program in the COP’s absence to key national, sub-national, and international partners.
  • Oversee budget implementation and financial management as needed.
  • Ensure project activities comply with donor regulations, project management policies, and CARE Egypt rules and regulations.
  • Contribute substantially to program planning and monitoring, management, and control systems and to processes that ensure informed decision-making and timely implementation of program activities. These include, but are not limited to: Coordinate planning, implementation, and evaluation of program activities. Encourage innovation and technical excellence in meeting project goals, objectives, and indicators.   • Participate in donor and other implementing partners’ networking and coordination forums and activities including advocacy and dialogue.
  • Serve as Acting COP in the absence of the COP including assuming primary communications with the Head Office support team and USAID.

Qualifications :

  • Master’s degree in a relevant discipline (law, gender studies, development studies, international relations, business administration or related field) from an accredited academic institution preferred. Work experience may substitute for advanced degree.
  • Minimum 8 years of progressively responsible senior experience in international development as Deputy Chief of Party, Project Director or senior management experience on large development or humanitarian relief projects.
  • Demonstrated experience in gender-related development activities; gender-based violence prevention and service provision; and institutional capacity building of, and coordination among, a variety of government ministries with experience in Egypt or the Middle East/North Africa region preferred.
  • Experience and knowledge of issues related to FGM/C and CEFM and seasonal marriage as forms of trafficking in persons.
  • Experience managing USAID cooperative agreements and/or contracts as well as the implementation of donor priorities including localization preferred.
  • Experience managing complex activities involving coordination with multiple program partner institutions.
  • Experience managing required programmatic and financial reporting requirements.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Belonging and Inclusion.
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Written and oral fluency in English and Arabic (Egyptian dialect preferable) is required.
  • Experience recruiting, developing, and managing staff and teams.
