Background

SoCha is the prime contractor responsible for implementing the Mission Strategic Support Program (MSSP) for the USAID Mission in the Democratic Republic of the Congo (USAID/DRC). MSSP is a five-year activity (2021-2026) that provides technical and advisory services for monitoring, evaluation, and learning (MEL) across the Mission’s portfolio of activities in the DRC and the Central Africa region.

The MSSP scope of work calls for tasks and services necessary to assist the Mission in achieving the following seven objectives:

  1. Strategic monitoring and analytics
  2. Data quality assessment, data management, and geographic information systems (GIS)
  3. Evaluations, assessments, and studies
  4. Collaboration, learning and adapting
  5. Capacity building and coordination
  6. Communication and outreach
  7. Third party monitoring

By the end of the program, MSSP will empower USAID/DRC staff and stakeholders to work more efficiently, effectively, and transparently to achieve development objectives. The Mission will utilize evidence, manage performance, collaborate, learn, and adapt to foster better development outcomes across the DRC and Central Africa.

Scope of Work

The Deputy Chief of Party – Field Monitoring, Evaluation and Verification (DCOP-FMEV), works with the Chief of Party to provide technical leadership, administrative oversight, and overall coordination of the activity, to manage staff, to ensure MSSP meets stated goals and reporting requirements, and to ensure the quality, timeliness, and efficiency of all products and activities generated under MSSP. The DCOP-FMEV will focus activity-level data needs to ensure high quality evidence is gathered and analyzed for the Mission’s strategic objectives.

Reporting to the Kinshasa-based COP he/she will:

  • Lead, supervise, and bear primary responsibility for the delivery of MSSP’s evaluations, assessments, studies, and monitoring under Program Objectives 3 and 7
  • Provide technical leadership, administrative management oversight and overall coordination of MSSP activities conducted in the E-DRC or elsewhere as required
  • Collaborate with the Kinshasa-based DCOP to lead and oversee deliverables contributing to MSSP objectives in support of USAID activities under MSSP Objectives 1, 2, 4, 5, and 6
  • Design scopes of work for any of the above and lead procurements where needed;
  • Recruit, supervise, evaluate and manage staff to ensure MSSP goals and reporting requirements are met, and staff safety and welfare is ensured
  • Ensure compliance to SoCHA corporate policies, e.g., employee handbook and other legal and regulatory norms of USAID
  • Use data management tools efficiently for activity planning and tracking and execution of deliverables
  • Ensure the quality, timeliness, and efficiency of all deliverables, including reports and related products and activities generated by MSSP
  • Contribute to regular reporting on MSSP activities
  • Lead client relations, communications and outreach with USAID/DRC’s program office, technical offices and implementing partner
  • Lead, participate or attend regular meetings with USAID, SoCHA HO, IPs, and others as required in furtherance of MSSP objectives
  • Champion process improvement, change, and capacity enhancements within MSSP team and larger MEL community

Required qualifications

  • Education: Master’s degree or Ph.D. in subject matter relating to MEL and/or International Development. A Bachelors’ degree in combination with 5 additional years of relevant experience in lieu of a Master’s or Ph.D.
  • Language: Proficiency in French and English is required
  • Years or Experience: 3 years in Central Africa or 5+ years in Africa; and 10 years in a senior technical role at least 5 of which must involve MEL and/or CLA
  • Strong research and evaluation skills and a minimum of eight years of experience using qualitative and quantitative research methods
  • Understanding of international development sectors, including youth, health, education and governance;
  • Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results
  • Prior experience working on USAID-funded activities
