DEPUTY CHIEF OF PARTY, HEALTH FACILITY SERVICES IMPROVEMENT, BENIN at CARE USA

CARE seeks a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Health Facility Services Improvement Activity in Benin. The purpose of this activity is to support the Government of Benin to ensure that health services in select public and private facilities are sustainably improved and effectively utilized to reduce child, neonatal, and maternal mortality. The activity will support the scale-up of evidenced-based high impact interventions, and target appropriate populations, with a specific emphasis on women (including pregnant women), adolescents, and children under five years of age.

The DCOP will provide overall technical leadership and operational oversighted for the anticipated activity. They will take a leadership role in ensuring technical and administration implementation of high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. The DCOP will assume the responsibilities of the COP in the absence of the COP.

This activity is expected to be a five-year program in the $10-$24M range.

Location: Cotonou, Benin

Specific duties and responsibilities:

·Coordinate technical inputs on project activities. Hire and supervise technical staff, perform quality control, and ensure appropriate collaboration with partner project teams.

·Oversee fulfillment of all contract deliverables including technical and administrative reports.

·Manage and supervise the work of project team members, subcontractors, and expert consultants to achieve relevant project objectives and targets and ensure timely implementation of designated activities.

·Promote a team approach that emphasizes high-level performance, creative approaches, adaptive feedback and achievement of project goals in a cooperative, collegial atmosphere.

·Support the COP in all management aspects of the project and represent the program in the COP’s absence to key national, sub-national, and international partners.

·Oversee budget implementation and financial management as needed.

·Ensure project activities comply with donor regulations, project management policies, and CARE Benin rules and regulations.

·Create management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.

·Communicate, implement, and ensure adherence to CARE and project policies, guidelines, and values; develop staff skills and knowledge; and facilitate supervise success and professional development whenever possible.

·Serve as the primary project liaison from CARE to the donor and is accountable for the achievement of results, ensuring quality of services are maintained at the highest standard, and that all project objectives and deliverables are met.

Qualifications:

· Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent

·Eight (8) years of progressively responsible, direct senior experience in international development as Deputy Chief of Party, Project Director or senior management experience on large MNCH/FP, development or humanitarian relief projects .

·Experience in capacity development and systems strengthening, with a focus on local governance.

·Demonstrated knowledge of Benin health system agencies, and facilities

· Demonstrated experience managing USAID-funded or similar-sized projects, ideally as a DCOP, Program Director, Team Lead, of similar managerial experience preferred.

· Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming.

·Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).

·Ability to successfully recruit, train, develop, and manage staff.

·Ability to manage agreements and all required programmatic and financial reporting requirements.

·Ability to perform internal control functions to manage project operations.

·Effective written and communication skills in English and French with fluency.
