The USAID – funded Enhance Activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), currently accepting expressions of interest for Deputy Chief of Party, Operations. This full-time position is located in the Activity’s primary office in Bangkok, Thailand.
Enhance is a five-year, US$16.6 Million contract currently in its second year of implementation. Enhance’s goal is strengthened citizen-centric local governance in Thailand, with the idea that interventions under Enhance will lead towards more accountable and responsive local governance, increase partnership among local stakeholders and Royal Thai Government (RTG) agencies in support of plans for innovation, and promote successful efforts for integration within other localities.
Position Description/Summary: The DCOP Operations is a key member of the Activity’s senior management, responsible for oversight of all finance and accounting operations, administrative systems and records, procurement, human resources, logistics, security, IT and compliance. Overseeing a team of administration, finance, procurement, and grants professionals and working closely with cross-cutting and technical staff, the DCOP Operations oversees the administrative elements of grants, subcontracting, and procurement.
The DCOP Operations works closely with the Activity’s Chief of Party (COP) to ensure compliance with USAID, RTG and Tetra Tech administrative policies, guidelines, and reporting requirements.
Key Responsibilities:
* Oversee the administration of all grants, subcontracting, and procurement activities.
* Lead the administration and finance team to effect sound Activity management, fiscal and administrative due diligence, and organizational and individual capacity development.
* Support the COP and DCOP Technical to direct a “one team” approach to Activity management with a specific focus on supporting the grants teams to effect sound grants management.
* Identify and implement changes in administrative and financial policies and procedures that enhance the cost-effectiveness of program implementation, including the efficient use and maintenance of Activity resources and physical assets.
* Execute operational planning/budgeting procedures and tools.
* Support safety and security of Activity staff and property.
* Ensure that all local Activity procurement complies with Tetra Tech’s home office procedures and USAID regulations.
* Ensure adherence to all personnel policies to comply with local labor laws, tax regulations, and USAID requirements.
* Arrange administrative support for short-term consultants and contractors.
* Ensure compliance of Activity operations with USAID, and Tetra Tech Home Office administrative policies and guidelines.
* Advise the COP on all policy matters concerning Activity administration and financial management.
Minimum Qualification Requirements:
* Minimum bachelor’s degree in administration or another relevant field.
* Minimum 15 years’ experience working in administration on international development projects providing contract compliance, HR, procurement, security, and logistical support services.
* Work experience must comprise considerable familiarity with accounting, payroll, procurement, and logistical support services.
* Work experience providing contractual technical assistance to USAID is preferred.
* Minimum 8 years’ experience in a senior supervisory role.
* Expertise in USAID acquisition and assistance rules and regulations (FAR, AIDAR, ADS) and USAID procurement regulations (22 CFR 228) preferred.
* Fluent English language skills required; Thai language proficiency preferred.
* Strong familiarity with the Thai context, particularly the Deep South of Thailand is strongly encouraged.
