Deputy chief of party/senior technical advisor | Rwanda | 2021 At Chemonics

Chemonics seeks a deputy chief of party/senior technical advisor for the anticipated USAID/Rwanda Feed-the-Future Employment and Entrepreneurship Activity proposal. This activity is intended to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans which negatively impacts the Rwandan economy and the country’s development goals. E&E will facilitate capacity development of Rwandans – in particular women, youth, and persons with disabilities- in key technical and soft skills required to participate in a modem workforce (focusing on opportunities surrounding the agricultural economy) and will catalyze new entry and growth of inclusive enterprises. E&E will use facilitative, demand-driven, private-sector-led approaches to develop economic opportunities at scale. This position will be based in Rwanda. Responsibilities include:

  • Supporting the Chief of Party in providing leadership in the management and technical implementation of the program and ensure successful achievement of results as defined in the award
  • Responsible for programmatic aspects of the program. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development and implementation, monitoring, evaluation, and reporting
  • Responsible for all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property
  • Ensure project compliance with all contractual and administrative requirements, with support from home office and operations/finance team
  • Under the supervision of and in close collaboration with the COP, participating as needed in oversight of grant activities, including grant development, grant implementation, management, monitoring, evaluation, and grant closing
  • Identify and mitigate risks to the project, Chemonics, and client
  • Act as the chief of party (COP) when s/he is absent from the program
  • Other duties as assigned by the COP

Qualifications:

  • A Bachelor’s degree in a relevant field that complements the focus of the Scope of Work for this Activity (such as finance, agricultural economics, agribusiness and/ or business development, or another related field)
  • At least five years of continuous advancement in managing diverse teams and operational functions
  • At least five years of experience working in related fields in Rwanda
  • Rwanda citizenship, with knowledge of Kinyarwanda as well as in-depth knowledge of the local operating environment in Rwanda
  • Experience with gender, youth, and persons with disabilities integration in project implementation preferred
  • Demonstrated leadership, versatility, and integrity
