Deputy Chief of Party/Technical Director at John Snow

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. JSI is seeking a Deputy Chief of Party (DCOP) for a USAID- funded adolescent health project focused on family planning and reproductive health. Details of the scope of the project including geography and private sector involvement are not currently available. The project has an intended start date of November 2021 and an expected end date in October 2026. Should JSI be the successful bidder, this will be a full-time position, likely based in Kathmandu. The DCOP will work in close collaboration with the COP to set technical vision, ensure availability of technical resources, and lead planning and coordination for technical excellence.

The DCOP exhibits leadership and management qualities and the ability to develop and maintain professional relationships with project staff, government counterparts, local entities in both public and private sectors, and community institutions.

The position provides leadership and managerial oversight for all technical work related to the development, implementation, monitoring and evaluation of project activities. In this position, the DCOP will tailor technical approaches to the project context, designing them to meet objectives and produce results. He/she will align program functions with both the technical priorities of the Government of Nepal, and with USAID and USG regulations. The DCOP will support the COP in managing the technical, administrative and financial inputs required to achieve project objectives in an effective manner. Together the DCOP and COP will be responsible for the supervision of project staff and oversee the implementation and evaluation of all activities supported by the project. The Deputy Chief of Party will report to the Chief of Party.

Major Duties and Responsibilities

  • Assist the COP in providing the overall management and strategic vision. Oversee development and updating of annual work plans and reporting requirements;
  • Assist the COP in planning, budgeting and monitoring program activities to ensure that all activities are properly and timely performed and that outputs are accomplished and delivered according to the agreed work plan;
  • Provide project support to all work plan development processes and ensure collaboration with non-governmental and private sector partners as required;
  • Oversee technical and operational aspects of the program to maintain compliance with USAID and JSI policies;
  • Confirm that all technical areas of the project and funding streams are integrated and maximize the use of available resources of the project;
  • Represent the project at various technical meetings, with other cooperating agencies, senior government officials and donor agencies as required. Advise COP and other relevant project staff on best FP/RH initiatives at various technical meetings, to vendors, with other cooperating agencies, senior government officials and donor agencies and community partners as required;
  • Help prepare various routine reports to the Home Office, donors and national stakeholders and contribute to project(s) monitoring, evaluation and learning plans. Make certain technical content is accurate and reflects accomplishments, challenges, and solutions as required;
  • Model effective communications, professional relationships, and coordination for timely reporting, both internally and externally;
  • Work closely with COP to monitor, analyze and troubleshoot any challenges to program implementation and resolve any human resources issues that arise;
  • Serve as Acting COP as required including assuming primary communications with the Home Office support team, and USAID;
  • Responsible for enforcing, promoting, and upholding JSI’s corporate culture, values, and fraud/ethics policies;
  • Provide assistance to other JSI activities in Nepal as required, and assist with new business efforts as required.

Required Qualifications

  • Advanced degree or a Master-level degree in public health, development studies, social or medical sciences, or a related advanced degree relevant to the broad areas of adolescent health, FP and/or related youth reproductive health;
  • At least 5 years of senior level experience designing, implementing and/or managing complex RH/FP and/or adolescent health programs including prior experience as technical director, director or deputy director of a donor-funded project or program;
  • Work experience in Nepal required;
  • Technical expertise in adolescent health, family planning, and/or reproductive health;
  • Excellent networking and partnership building skills. This includes ability to access and interact with the highest levels of the health and population development community;
  • Demonstrated experience interacting with government agencies, Nepal government agencies, and international donor agencies;
  • Excellent planning and prioritization skills as well as creative problem-solving and analytical skills;
  • Strong interpersonal, writing, and oral presentation skills;
  • Readiness to travel in-country up to 30% of the time to supervise project activities in as defined when the project design is available;
  • Fluency in Nepali and in English, with professional proficiency in English writing; and
  • Knowledge of USG rules and regulations a plus.
