Deputy Chief of Party – Thailand Enhance Activity At Tetra Tech

Tetra Tech International Development https://careers.tetratechintdev.com/ is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party on an anticipated five-year USAID-funded project in Thailand.

The Thailand Enhance Activity aims to strengthen citizen-centric local governance in Thailand. In particular, it aims to strengthen capacity of local government and non-governmental stakeholders in citizen centric governance; strengthen communications, networking, and learning among government and non-governmental stakeholders to increase innovations that will amplify citizen voice and accountability in local governance; and ensure wider adoption and/or institutionalization of successful local innovations that support citizen-centric governance.

This position will be full-time and based in Bangkok.

Responsibilities:

* Lead the administration and finance team to effect sound project management, fiscal and administrative due diligence, and organizational and individual capacity development.
* Identify and implement changes in administrative and financial policies and procedures that enhance the cost effectiveness of program implementation, including the efficient use and maintenance of project resources and physical assets.
* Execute operational planning/budgeting procedures and tools outlined in Tetra Tech’s Standard Operating Procedures that require technical units to provide adequate advance notice of support needs to financial, administrative, logistical, HR, and procurement units.
* Oversee administration of grants and subcontracting.
* Ensure that all local project procurement complies with Tetra Tech’s home office procedures and USAID regulations.
* Assist the COP to arrange technical and administrative support for short-term consultants and contractors.
* Ensure compliance of project operations with USAID, and Tetra Tech Home Office administrative policies and guidelines.
* Advise the COP on all policy matters concerning project administration and financial management.

Qualifications:

* Bachelor’s degree or higher in a relevant discipline such as business administration, policy, economics, contracting, accounting, or international development.
* At least ten (10) years of experience with USAID project management including progressively greater responsibility managing and supporting procurement and grants management, human resources, budgeting and finance, compliance, work planning and reporting, monitoring, evaluation and learning, and communications.

* Strong report writing skills demonstrated through high quality contributions to work plans and progress reports.

* Successful track record in a supervisory role and in providing feedback and guidance to technical and administration personnel.

* Excellent oral and written communication skills in English; fluency in Thai language preferred.
