Project Summary:
The USAID Bureau for Humanitarian Affairs (BHA) Central Africa Regional Third-Party Monitoring (CART) project is a three-year activity to establish independent, impartial, timely, responsive, contextualized, and forward-looking third-party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring and learning services that will increase USAID/BHA’s and its implementing partners’ (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within the Central African Republic (CAR), Democratic Republic of Congo (DRC) and the Republic of Congo (ROC).

Position Summary:
The Deputy Chief of Party- DRC (DCOP-DRC) will provide technical guidance and management oversight as designated by the Cheif of Party (COP) to USAID CART team on all tasks related to DRC for both emergency and non-emergency activities. The USAID CART tasks include TPM, E-TPM, Data Quality Assessments (DQA) and Knowledge Sharing and Learning. Working closely with the Senior Monitoring & Evaluation Advisor (SMEA), they will be responsible for oversight to ensure the timely production of TPM, e-TPM, DQA and Knowledge Management (KM) & Learning plans, data collection instruments and tools, and report production. The DCOP will be based in the Goma or Kinshasa office.
Responsibilities:
- Work closely with the COP to support the goals and objectives of the CART project.
- Coordinate with other members of the CART project team and MSI home office on administrative and technical activities, as needed.
- Maintain active and productive relationships and ongoing consultations with Implementing Partner (IP) representatives, government officials and local authorities.
- Support the design of monitoring, research methodologies and data collection instruments for emergency and non-emergency activities.
- Lead the efforts of the field coordinators to ensure data quality and that the associated collection methodologies are consistent with the technical design requirements of the project and good practice.
- Work with the Senior Monitoring and Evaluation Advisor (SMEA) to develop frameworks and approaches for the analysis of collected data and perform analysis as required.
- Work with the Senior Monitoring and Evaluation Advisor (SMEA) to draft informative and user-friendly reports and presentations for CART client and stakeholders.
- Lead the production of TPM, E-TPM and DQA reports.
- Work with technical team to elaborate technical deliverables reports including quarterly and annual reports.
- Liaise with USAID and implementing partners at the direction of the COP.
- Supervise subcontractors in data collection; ensure all subcontractors staff have been recruited and trained in accordance with project requirements; perform quality assurance assessments and verification of collected data and subcontractor deliverables.
- Contribute to and participate in the CART Learning Events.
- Support COP with supervising the project team and providing leadership and guidance to staff members.
- Motivate staff to perform effectively toward project objectives, through communication, team building incentives, and responsiveness.
- Assist in the recruitment and supervision of short-term U.S., third country, and local experts.
- Supervise the DRC field coordinators and evaluate performance accordingly.
- Ensure high quality in fulfilling contract.
Qualifications:
- Bachelor’s degree in statistics, physical, environmental, or social sciences, public health, agriculture, or a related field is required. Master’s preferred.
- At minimum seven years of progressively responsible experience supporting programs related to nutrition, agriculture, WASH and/or gender.
- At minimum five years of experience managing teams working on data collection, analysis and reporting.
- At minimum five years of experience providing data collection support on food security and one or more of the following areas: income generation and diversification, maternal and child health and nutrition, WASH, agriculture, value chain, natural resource management, disaster risk reduction, and/or youth and gender engagement.
- Previous experience conducting quantitative and qualitative field research in a non-permissive environment.
- Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food assistance, and food security in Sub Saharan Africa preferred.
- Supervisory experience, including technical and administrative management of subcontractors required.
- Previous experience working on humanitarian assistance programs in CART coverage region, the Democratic Republic of Congo (DRC), Central Africa Republic (CAR) and Republic of Congo (ROC) is preferred. DRC is preferred.
- Technical capability to oversee quality control on TPM and analytical work products required.
- Ability to work and travel to multi-cultural environments and build effective working relationships with clients, subcontractors, partners, and colleagues.
- Ability to work in a fast-paced environment while remaining flexible, positive, and approachable.
- Strong attention to detail and strong organizational skills required.
- Excellent oral and written communication, analytical, interpersonal, and team management skills.
- Proficiency in written and oral French and English required.
