Proposal Summary:
USAID/Guinea intends to support activities to expand a culture of lawfulness and respect for human rights, as well as awareness of rights afforded under Guinea law and international treaties. Through this five-year program, USAID will improve access to justice for all people, address root causes of delays in justice, improve prosecution systems and increase citizen trust in the justice system. Human rights will be targeted particularly through awareness raising, inclusion in activities, and civil society engagement.
Position Summary:
MSI is seeking a Deputy Chief of Party (DCOP) to support the COP and serve as the secondary/alternate liaison with USAID and provide overall day-to-day management and coordination of program technical, operational and administrative personnel and functions, including ensuring project compliance and that all reporting requirements are met. This will be a full-time position based in Guinea. This position is contingent upon award.

Responsibilities:
- Provide overall management and technical direction of activities that will improve justice service delivery and enable access to people-centered justice for all, especially marginalized people.
- Coordinate activities with senior management team to support the end goals of strengthening the effectiveness, accountability and responsiveness of justice sector institutions and increasing public trust in the judiciary.
- Manage external relationships with Guinean stakeholders, including partner organizations. Facilitate the resolution of technical challenges among partners and foster a healthy partnership team.
- Participate in work planning, performance management, data collection, quality assurance, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
- Draft technical deliverables and project reports as needed.
- Supervise country-based technical and administrative staff.
- Represent project at external meetings, as directed by the COP.
- Serve as acting COP as needed.
Qualifications:
- Degree in law, governance, public administration, public policy, international development or other relevant field; advanced degree preferred.
- Five (5) to eight (8) years of relevant experience in the field of law required. Strong experience in justice sector reform, in science of law writing and judiciary cooperation.
- Knowledge of judicial reform issues and programming in Guinea.
- Experience supervising diverse teams and managing stakeholders.
- Strong interpersonal, supervision, and written/oral communication skills.
- English language proficiency is required.
