SNV in Burkina Faso

SNV in Burkina Faso works in 11 regions, with the Country Office in Ouagadougou, and field offices in Bobo Dioulasso, Kaya, Dedougou and Ouahigouya. The programs are supported by various international donors such as SIDA, SDC, DGIS, EKN and DANIDA.

Job Description

The Deputy Country Director (DCD)/Country Sector Leader (CSL) Agri-Food is based at the country office in Ouagadougou, Burkina Faso. The DCD is a member of the Country Management Team (CMT) that is charged with the responsibility of strategic leadership of SNV in Burkina Faso.

SNV in Burkina Faso is looking for a Deputy Country Director/CSL Agri-Food responsible for the overall Country Programme together with the Country Director and ensures an effective set-up and organisation of SNV at the national and sub national level, aimed at functional administration and operational efficiency. The Deputy Country Director develops and manages strong external relationships with relevant (national) stakeholders to ensure SNV remains strategically targeted and responsive to the needs of the country in the sectors Agri-Food, Water and Energy. As Sector Leader Agri-Food he/she steers the Agri-Food programme development and quality of practice at the country level, in line with the global sector strategy and in consultation with the Global Sector Team and the Country Management team(s). The Sector Leader Agri-Food oversees all Project Managers in the sector for their implementations to be in line with the global sector agreements and improve the quality of the overall sector performance at the country level.

The Deputy Country Director/CSL Agri-Food can act in representation of the Country Director in his/her absence.

RESPONSIBILITIES:

  • Representation: build, maintain and expand relationships with donors and other partners (government, local partners, national and international NGOs and bilateral and multilateral agencies, private sector), ensuring a high level of visibility. Represent SNV and actively participate in external and internal networks and events.
  • Strategic Leadership: contribute to overall country strategy and lead the country level Agri-Food strategy; steers the SNV Agri-Food sector program development and quality of practice at country level, in line with the global sector strategy and in consultation with the Country Director, and the Country Management Team. Participates in global Agri-Food community of practice and meetings.
  • Project/programme delivery: ensures effective planning and monitoring, quality implementation, financial management and compliance, and donor reporting; promote cross-sectoral learning.
  • Planning, budgeting and reporting: Contributes to the development of the country strategic and annual plans and budgets and reports on progress/ performance against targets, within the requirements of the corporate planning process.
  • Business Development: develop proposals and secure funding for innovative Agri-Food programs, including those focused on youth employment; as needed, may also support business development for Energy and Water sectors.
  • People Management and leadership: Guides, leads, inspires, develops, coaches and motivates the country workforce, particularly in the Agri-Food sector.
  • Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of agricultural programs in line with SNV’s internal frameworks.
  • Enhancing Synergy: Foster collaboration and expand synergies within the Agri-Food portfolio and across the Water and Energy sectors.

Qualifications

  • Master’s degree in agriculture related discipline (or equivalent).
  • Minimum 10 years relevant experience in the design and management of large complex agriculture/agri-food projects in Burkina Faso and in multi country context;
  • Extensive, minimum 5 years, experience in working in/with international NGO’s, bilateral and multilateral organizations.
  • Experience in pastoralism, agri-food value chains, market-based approaches, climate smart agriculture;
  • Experience in systems transformation, good governance practices, and approaches and approaches that are responsive to gender considerations, social inclusion and empowerment principles;
  • Experience with project planning, monitoring, evaluation, reporting and financial management, including conflict sensitive project management and working in regions with high insecurity.
  • Proven track record in program design, compelling proposal writing, business development and resource mobilization; international donor relationship management;
  • Excellent manager and leader, providing clear direction and guidance to a group of people and encourage cooperation among team members to achieve a goals;
  • Self-motivated with excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills.
  • Excellent communication, reporting and presentation skills in French and English (SNV corporate language).
