Context In Jordan

Turquoise Mountain came to Jordan in 2018, at which time the country was hosting millions refugees from Syria and Palestine. Our mission here is to leverage the incredible cultural heritage of the country and the wider region to train and educate in traditional crafts at risk, deliver sustainable heritage led regeneration for communities, and connect hundreds of artisans to new and sustainable markets. This is a hugely exciting time to join the team as we are expanding into new areas, with new partners, which why we are on the hunt for new talent to join our ever-growing team.

We are looking to hire an experienced and passionate Deputy Country Director. They will manage the development and implementation of the programmes and the country strategy. This person will play a fundamental role in the team, providing leadership, strategic direction, management, and evaluation. The Deputy Country Director also plays a critical role in external representation, legal compliance, grant management, programme coordination and team leadership.

Reporting to the Richard Dwerryhouse, our Country Director, this person will be responsible for:

Programme Design & Management

  • Establishing the strategic direction of the Training & Education and Built Heritage Operations in partnership with support of the Country Director.
  • Leading the Training and Education Department and the Built Heritage Team in their work, the Deputy County Director will oversee programme implementation in consultation with the Team Managers and in accordance with the project proposals, ensure objectives are met within the required time frames and budgets. Where necessary ensure preventative and corrective action is taken.
  • Assist in the design and development of new projects in collaboration with the Design Team and Country Director.
  • Deputising for the Country Director in all matters related to the Training and Education Department and the Built Heritage Team and from time to time the overall Country Activity.
  • Manage a comprehensive activity plan, including resource needs analysis and covering the time frames.
  • Support our Team Managers in all aspects of finance, administrative, HR and logistics management.
  • Prepare and implement policies, procedures, and guidelines, to enhance the smooth running of the programmes.
  • Ensure accurate and timely reporting of activities to the Country Director, Turquoise Mountain’s Global Team, and Donors.
  • Working closely with the ‘Artisans to Market’ (heritage craft market development & commercial team), ensuring activities are complimentary and mutually supporting.
  • Represent Turquoise Mountain at relevant national and local meetings.

Fundraising

  • Plan for, and deliver grant and funding applications, to ensure the continued development of the project and to avoid funding shortfall including proposal development and submission of grant applications for operational activities.

Team Management

  • Line manages designated staff, including delegation of tasks, setting objectives and follow up with staff.
  • Leading operational teams and delivering support, personal growth, and performance management for all staff in line with our People and Culture approach.
  • Develop, nurture, and build a continually effective team, through a consultative and collaborative leadership style and an honest and supportive communication structure.
  • Reflect the vision and live the values of Turquoise Mountain at all times, especially when interacting with team members and provide leadership, advice and support as needed.
  • Develop team to continuously improve their knowledge, competence, and performance. Ensuring our team continues to thrive.

Communication

  • Develop and maintain a transparent, honest, and supportive communication structure with colleagues to ensure they are kept informed.
  • Assist in linking operational activities together and promote the sharing of information and lessons learned.
  • Develop and maintain positive relationships with programme stakeholders, representing Turquoise Mountain and ensuring good co-operation and partnerships.
  • Ensure that communications collateral & material is produced in line with partner requirements and is supportive of our communications strategy.
  • Identifying new partnership opportunities and pursuing them.

Quality Management

  • Be responsible for programme implementation in accordance with Turquoise Mountain, Donor, and country standards.
  • Regularly assess and provide feedback on the quality of activities.
  • Oversee the monitoring & evaluation of all operational projects under their purview, ensuring that operational activity is developed based on these observations and that through follow-up to checks, corrective actions are implemented.

Culture

  • Champion and imbue the values of Turquoise Mountain with team members, local staff, beneficiaries, and external contacts.

About the candidate

The ideal person for this role is probably currently working in an NGO, foundation or intergovernmental aid agency managing operations and already working in Jordan or the region. From their position, they have managed large teams, written and won grants, and have managed donor & partner relationships.

From this experience, they can help Turquoise Mountain deliver on our mission. They will be brilliant jugglers of tasks and while producing high quality work on the ground, every day they will be simultaneously planning and monitoring multiple workstreams of activity. The ideal candidate does not have to be an expert in cultural heritage projects but does have experience in in-country operations. They need to be agile and collaborative with demonstrated experience in execution and an eye for detail. Finally, they can demonstrate that they can work and thrive in a multicultural and international environment.

Working hours: 9-5 (flexible) Sunday – Thursday.

Contract Duration: Permanent contract.

Salary: Commensurate with experience.
