In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders.

Job Summary

CARE is seeking a dynamic, engaged, innovative and motivated Deputy Director, Program Quality and development. The DCD will be responsible for leading completing the transition of CARE Iraq program from humanitarian to a development and nexus program that addresses major needs in Gender equality and climate justice and contribute to CARE’s vision and mission. The DCD is also expected to play a leadership role and provide strategic and technical leadership in the areas of program quality, design, monitoring and evaluation.

A major emphasis of this position is to play a strong managerial role in ensuring that CARE’s country program strategy is implemented in a quality manner and ensuring projects are successfully delivering the desired impacts in making a significant contribution to reducing poverty, social injustice, and saving lives.

The DCD will develop and/or maintain collaborative and cohesive working relationships with, donors, counterparts, national partners, CARE Member partners, and other stakeholders.

The DCD will be based in Erbil or Dohuk and expected to travel frequently to project sites as well as to represent CARE in meetings and relevant networks.

Responsibilities

  • Lead the development of healthy program pipeline including but not limited to concept paper development, proposal development, donors mapping, strategic partnership development, coordination with CARE international members and country offices
  • Staff Management, Mentorship, and Development,
  • Provision and/or mobilisation of technical support to CARE Iraq program team,
  • Ensuring program quality and program technical excellence,
  • Research, Monitoring, Evaluation, Accountability, Learning, and Knowledge Management,
  • Representation and networking with peer organizations,
  • Identify and track funding opportunities and advise on donor priorities
  • Assume responsibility and provide support during the absence of Country Director

Qualifications

  • Bachelor degree in international development, or equivalent combination of education and work experience.
  • At least 5 years in senior management and leadership positions in humanitarian and development programs, including familiarity with common quality standards of international development and humanitarian aid.
  • Demonstrated leadership and management skills in a very complex international setting.
  • Demonstrated experience in program design, implementation, monitoring and evaluation.
  • Experience leading the design and proposal writing for development and nexus programs.
  • Experience working with various institutional donors and thorough understanding of logframe and PCM processes
  • Strategic mindset with good analytical skills and ability to bring different strands of information together and determine their relevance for the organisation.
  • Excellent English writing skills.
  • Strong numeracy and general financial skills, particularly developing budgets, financial management/ monitoring and reporting.
  • Good research skills with ability to identify and propose successful strategies for identifying and establishing donor opportunities.

Working & Living Conditions

Main duty station will be Erbil or Dohuk in the northern region of Iraq with travel to Baghdad and to the areas of Iraq that projects are being implemented.

The security situation is currently moderate in Erbil and Dohuk but may differ in project locations. This is an unaccompanied position. There are restaurants, supermarkets, swimming pools and other sports facilities. Erbil and Dohuk are relatively moderate Muslim environment.
