General job description

Under the overall strategic direction of the Country Director, she/he will be a key member of the Senior Management Team (SMT), contributing to the development and implementation of the overall Country Program Strategy. She/he will be acting as Country Director as may be required and contribute to the strengthening of the SMT.

This role implies the supervision of the Technical Coordinators, Grant Manager and Program Managers (under recruitment).

Coordination with other coordinators as Logistics, Finance and HR Manager is crucial.

Key activities

  • Objective 1: Ensure an adequate and quality delivery of programme operations at scale and scope. Tasks
  • The DCD will ensure that programs are implemented on time, on budget and in line with the relevant quality standards. This includes general oversight of emergency multi-sectoral grants and ensure challenges are identified and addressed in time. •
  • The DCD will oversee the country office for implementation:
  • To ensure timely program execution and bi-monthly meetings with Technical Coordinators, Program Managers, and other field staff.
  • To provide strategic guidance and day to day operational leadership to the implementation teams. •The DCD will actively participate and overview the elaboration of need assessments and contingency plans and will ensure the execution of those plan at field level.
  • The DCD will monitor and oversee a structured and quality growth of the operational platform according to the programming needs and new potential program opportunities
  • The DCD will participate in the definition, revision and/or supervision of the support departments strategies & mission annual planning.
  • Objective 2: Strengthen the quality of programs providing strategic guidance to program teams and program coordinators, facilitating internal process of program development. Tasks
  • The DCD will be responsible for overseeing the development of high quality, innovative programs, assuring the inclusion of crosscutting approaches as gender, protection and resilience.
  • The DCD will be in direct line of communication with QH Implementation Department, specifically with Eurasia Coordinator, and will ensure and coordinate their support to the mission.
  • The DCD will be actively involved in the definition of the Country Program Strategy and Mission Annual Planning under the overall supervision of the Country Director.
  • Objective 3: Ensure adequate institutional relationships with external stakeholders (national/international), donors and different actors in country, as well as identifying potential fundraising opportunities Tasks
  • The DCD ensure that the Program Coordinators and the Bases provide an adequate level of representation and coordination at the Cluster System and other relevant coordination bodies in oPt
  • The DCD supports the Country Director on donor institutional relationships as requested
  • The DCD will identify potentials opportunities and call for proposals for a wide variety of donors, this would include revision of calendars of funding cycles, organize and lead kick off meetings according to donor specificities and Action Against Hunger programs, etc.
  • Objective 4: Ensure a fluent internal coordination among Program team, as well as build further bridges between them and Finance, HR and Logistic to unblock bottlenecks and resolve operational matters.
  • The DCD will ensure planning of regular meetings between Programs team and other departments to ensure their involvement in the appropriate planning, kick off, follow up and closing of projects.

Candidate description

  • Degree and/or Master’s Degree in Humanitarian Action or any related field (communications, political science, law, etc.)
  • Good experience in program development, coordination of processes and donor liaison. Experience in Project Cycle Management, implementation procedures and tools. Training and capacity building experience. Team management.
  • Previous experience in a similar position and/or in the humanitarian field of at least 5 years.
  • English: Compulsory working language. Excellent writing skills are required for this position. Russian: Useful. Spanish: An asset.
  • National / International – The position is based in Chisinau with possible travels to Ukraine and Spain.

Remuneration package

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: Long Term
  • Base: Chisinau (Moldova)
  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.

  • Break flights/trips to defined area: (break per diem: 215 EUR)
  • Yearly holiday return flight ticket
  • Accommodation and housing expenses (in shared guest house)
