Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid with Headquarters in Lausanne, Switzerland. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context :

Terre des hommes (Tdh) Lausanne works in Palestine since 1973 and in Jordan since 2007, in close collaboration with recognized local partners and in partnership with several international donors. Since the end of 2019, based on a context needs and SWOT analysis, both delegations have been gathered under one common entity, a Multi-Country Delegation (MCD).

The main coordination office of the MCD is in Amman (Jordan) and there is an office in Jerusalem and an office in Gaza. The MCD comprises around 50 employees, 40 volunteers and 15 partners. The MCD budget for 2022 is around 5 million USD, with the main donors being SDC, ECHO, UNOCHA, UNICEF and AFD.

Responsibilities :

The Deputy Country Representative Admin / Finance / HR is a member of the Senior Management Team and of the Coordination Management Team. The day-to-day portfolio of the DCR-AFHR includes direct supervision of the Administrative, Finance, and HR units as well as the provision of technical support to the CR, Programs Coordinator and Logistics Coordinator. This to ensure the provision of quality services in accordance with Tdh standards and donor guidelines, delivered in a timely manner and within budget limitations. The Deputy CR acts as the legal representative of Tdh in Palestine and represents the organization to the governments, official agencies, other non-governmental agencies, partners, and donors in country.

Profile :

Education

  • University (preferably Masters’ level) degree in relevant field

Experience

  • At least 5 years of experience in a similar position (Finance Director/Coordinator or Deputy CR/CR position).
  • Experience with an INGO is mandatory.
  • At least 5 years of experience in a similar position (Finance Director / Coordinator or Deputy CR / CR position); experience in admin and HR is a strong asset.
  • Previous experience in MENA region, especially Jordan and/or Palestine, would be an advantage.
  • Proven experience in coordination/collaboration across different departments/offices.
  • Experience in remote management is a strong asset.
  • Experience in dealing with a diversity of institutional donors (budget designing, financial reporting, audit), knowledge of the main donors ‘rules.

Skills and Competencies

  • Budget management: preparation with team, capacity to support but also to challenge, budget and financial risks analysis, budget follow up and analysis, able to propose corrective measures, etc-
  • Strong communication and inter-personal skills.
  • Good knowledge of accounting principles-
  • Ability to travel to the MCD operational areas on a regular basis.

Languages

  • Excellent oral and writing skills in English,
  • Arabic is an asset.

IT Knowledge

  • Mastery of the usual Microsoft package and additional very good command of Excel.
  • Good command of SAGA is an asset.

Salary :

Expatriate contract under Swiss regulations between CHF 5’000.- and CHF 5’500.- net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
