The Belgian Red Cross in West Africa

The Belgian Red Cross has supported programs in West Africa since 1997. Currently, the Belgian Red Cross maintains close partnership relations with four national Red Cross societies in Burkina Faso, Mali, Niger and Senegal. It also occasionally supports other National Societies in the region with ad hoc support. As part of its strategy, it wishes to strengthen its regional approaches and its collaborations with other actors in the Red Cross and Red Crescent Movement.

The Belgian Red Cross in Niger

The Belgian Red Cross has been present with the Niger Red Cross (CRN) since 2012 to support the humanitarian response, disaster risk reduction and the protection of the most vulnerable populations in Niger.

This partnership is implemented through three key initiatives:

  1. The PPP emergency humanitarian response program, carried out in coordination with the CRN, the Federation of the Red Cross and Red Crescent, the Luxembourg Red Cross and the French Red Cross;
  2. The AMoPAH multisectoral response to basic needs program aimed at strengthening the protection of the most vulnerable communities, implemented with the CRN and the Danish Red Cross;
  3. The five-year development program aimed at strengthening the resilience of households and communities.

In this context, the Belgian Red Cross is recruiting a Deputy Country Representative and Regional CASH/IM Technical Advisor to represent it in Niger. The Representative is based in Niamey but will make frequent trips within the country and in the sub-region.

Function :

Under the responsibility of the West Africa Geographic Unit (UG) in Brussels;

In close collaboration with the Nigerien Red Cross;

In close collaboration with the ICRC, the IFRC and the National Partner Societies;

In accordance with the fundamental principles and general rules of the Red Cross Movement and with the procedures of the Belgian Red Cross (CRB);

As Deputy Country Representative and Regional CASH/IM Technical Advisor, you will be an extension of the Belgian Red Cross on the ground. The position proposed by the CRB has two main components: support to the Country Representative in the representation of the Belgian Red Cross in Niger (50%) on the one hand and, on the other hand, technical expertise support to programs and partners of the Belgian Red Cross in terms of monetary transfers and information management (50%).

More precisely, the purposes of the position are as follows:

Country Representation:

  • Support the Nigerien Red Cross in managing the project cycle and strengthening its capacities;
  • Ensure the link between the CRB and the CRN;
  • Know and follow the local context and ensure the representation of the CRB in the country.

Regional Cash/IM technical support:

  • Implement the CRB strategy and approaches in terms of monetary transfer and information management at the level of the “West Africa” region and ensure their relevance over time.
  • Provide technical advice and strengthen the capacities of National Host Societies in the region in the area of ​​monetary transfers and information management according to their needs and priorities (institutional) and technically improve the various interventions supported by the CRB (programmatic).
  • Develop quality relationships with Movement actors present in the region and active in the field of monetary transfers and information management.
  • Know the different policies and positioning in the field in the partner countries of the sub-region, the projects and actions carried out by the National Host Societies and the National Partner Societies in the fields and the main external actors present.

More specifically, as Deputy Country Representative, you will be required to:

  • Provide ongoing support/coaching to Nigerian Red Cross teams for programming, identification and formulation of projects in fundraising searches, in project implementation, in project monitoring and during internal evaluations and external;
  • Monitor and lead synergies and collaborations with other stakeholders within the framework of the current program;
  • Enable the strengthening of the partner’s capacities through training and/or networking with relevant actors;
  • Represent the Belgian Red Cross in the field and ensure the strengthening of institutional links between the CRB and the Nigerien Red Cross.

As a Regional Cash/IM Technical Advisor, you will also be required to:

  • Participate in the CRB’s strategic discussions in the areas of intervention;
  • Follow the pilot experience of digitalization of the PMER system (monitoring-evaluation) in partner countries;
  • Support CRB partners in the development and monitoring of their Cash & IM strategies as well as in the drafting of their roadmaps, in close collaboration with the IFRC and other SNPs;
  • Provide technical support for the writing of procedures and the implementation of operating methods to SNHs that request them;
  • Organize Cash training for CRB partners or (depending on priorities and budgetary availability) at the request of other Movement actors;
  • Provide technical support for the identification, formulation, reporting and evaluations of all programs supported by the CRB on the cash transfer and information management aspects, particularly in Burkina Faso and Niger;
  • Ensure the integration of “protection” and “safeguarding” aspects within the framework of programs involving monetary transfers and within the framework of digitalization;
  • Support partners for their participation in clusters relating to the area of ​​expertise in the respective countries;
  • Monitor the joint initiatives of the CR Movement in terms of monetary transfers and information management and develop partnerships/synergies with other members of the Movement;
  • Participate in Movement working groups.

Profile :

  • Hold a university-type higher education diploma related to the position (political sciences, social sciences, international relations, etc.)
  • Minimum 5 years of experience in coordinating and supervising programs with international funding in the field of humanitarian aid or development
  • Proven experience (minimum 3 years) in cash transfer program management and information management
  • Proven experience in emergency project management and/or disaster risk reduction
  • Proven experience within the Red Cross Movement
  • Desired experience in supporting a local partner (organizational development, capacity building)
  • Excellent multicultural and interpersonal skills, ability to build and maintain networks
  • Very good sense of diplomacy
  • Availability to carry out missions in the sub-region
  • Necessary skills in participatory approaches and community mobilization and sensitivity to “protection, gender and inclusion” approaches
  • Communication skills, analytical mind, mastery of IT tools
  • Very good editorial style and excellent oral and written expression in French, average knowledge of English
  • Expatriation experience in West Africa is a serious asset
