CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Deputy Director of Resource Mobilization and NBD has overall responsibility for cultivating, building, and providing strategic leadership to SC Yemen on raising sustainable funding resources. These sources encompass a wide range and number of key constituencies and development partners, that includes country office/s, existing and prospective and emerging donors/institutions, multi-laterals, UN agencies, various inter-governmental bodies etc.

S/he will take responsibility to identify and follow up on linkages between donor strategies, member/funding office interests and country office priorities, and will play a key role in facilitating smooth communication between all stakeholders. The incumbent will be responsible for the formulation of the funding strategy for Yemen country office and be responsible for identifying funding opportunities and matching them to program needs. S/he will be accountable for reaching fundraising targets, ensuring the development and timely submission of high-quality project proposals as well as working in close collaboration with thematic area technical teams and other departments.

S/he will lead a team of highly motivated professionals to achieve results on resource mobilization and communication.

ROLE DIMENSIONS:

The position holder would require strong relationship building across the organization, a high level of understanding on the developing of the fund-raising plan and working with multi-donors and large scale of proposal development, good communication skills, and great presentation skills and working in complex and difficult contexts is key to this role.

The Save the Children in Yemen has an annual budget of around USD 80-90 million, works with 25 donor institutions and 18 funding raising offices located in Asia, Europe and America, implements 45-50 projects in a year and portfolio size is rapidly growing.

The CO works mainly on the humanitarian response to the ongoing conflict and its impact, and has over 700 staff and 3000 volunteers and currently working in 9 governorates in the north, center and south of Yemen through seven field offices (and two sub-offices) in addition to the main office in Sana’a.

KEY AREAS OF ACCOUNTABILITY:

Strategic planning, direction and management
* Provide leadership in CO’s efforts to achieve greater program results at scale, especially for the most deprived, through the successful pursuit of strategic funding opportunities, as well as through developing, diversifying the portfolio and maintaining strategic relationships with key donors and stakeholders.
* In line with SC’s Global Breakthroughs and to achieve the country’s programme ambitions, the post holder will be responsible for the development of the funding strategy, developing an engagement plan across members, donors, implementing partners and other necessary stakeholders.
* Take a lead role to integrate the CO annual resource generation and mobilization plan in coordination with funding offices, regional office, SMT, Director of Programme and PDQ that maximizes to implement country office CSP and capitalized donors’ priority and strategies in the country.
* Create and manage an efficient system and tools (donor landscape, scoping of funding, engagement, trend analysis etc.) to grow/diversify CO’s funding and institutional partnerships to resource the CSP.
* Lead on the development and institutionalization of a resource mobilization culture within the country office, including defining and advising on the supporting tools and processes for this purpose.

New Business/Proposal development and management
* Take a lead role to conduct donor scoping, identify donors and funding trends, development of a funding strategy, strategic plan period and facilitate structured donor engagement.
* Take a lead role in the proposal development process which includes: contribute to identify new funding opportunities, design and lead on proposal development cycle, and build positive working relationships with funding offices, and with donors.
* Ensure that a high qualitative proposal is developed and submitted on time including that proposal has been developed in line with requirements and programme management strategies, and ensure that SC quality and technical standards are fully complied and aligned with defined priorities, demonstrate impact, and offer value for money.
* Work across the Movement (RO MOs and other COs) in achieving the country funding strategy and be the primary link for all resource mobilization best practices and capacity building efforts.
* Work closely with the Programme development, implement and advocacy and drive a seamless approach to maximizing the restricted resource mobilization and ensuring core and restricted funding work are mutually reinforcing.
* Builds the capacity of the Country office to develop and manage strategic consortium partnerships with other I/NGOs and other like-minded organizations where appropriate.
* Initiate, develop, launch and implement donor engagement and management strategies for in-country donors (mostly UN agencies).

Fundraising, donor relationship and communication
* Prepare and produce funding and needs positions paper for internal and external purposes.
* Provide a regular update on the funding trend, key prepositions, engagement calendars, recommendations in programme design and implementation.
* Keep abreast of new and emerging trends in donor priorities, as well as in other forms of resource mobilization, eg social enterprise, private sector engagement and advise SMT and funding offices how these could be integrated in programmatic and other work to ensure funding success.
* Develop and strengthen relationships with past, existing and potential donors through various means and through ensuring that resource mobilization goals are shared and mainstreamed throughout the funding offices.
* Involve and build relationships with non-traditional donors to capitalize on all funding opportunities across the range of country office’s priority, emerging and potential programme areas.
* Work, in collaboration with the Programme development, Management and Advocacy and communication in-country and with funding and regional offices externally to raise the visibility of Yemen country office’s plan, programme and services in current and prospective donor countries.

Learning and development
* Advice on and support the capacity building of country office in resource mobilization, working with funding office/s and regions to implementation they key strategies.
* Conduct, share and replicate the lesson learn on effective resource mobilization, proposal development, win strategies and competitive approaches.
* Conduct capacity-building activities in proposal writing and donor relations management.

People Management
* Take a leadership role in and ensure that the Resource Mobilization function is fit for purpose, operating to the optimum level and deliverables are well assigned and managed.
* lead Resource Mobilization team, operating across continents, ensuring continuous, responsive, high-level relationship management with donors, funding office, country office and its stakeholders.

Other
* Build and maintain positive relationships with all members of staff, and contacts within and outside the country office, funding office, donors and SC global movements.

QUALIFICATIONS AND EXPEIENCE:

Essential
* A minimum of 10 years experience in senior management role out of which 5 years INGO experience with excellent grasp of operational issues.
* Master degree in relevant field
* Sound knowledge of the requirements of major institutional donors including key strategies, ways of working, eligibility issues, compliance management, and reporting.
* Proven track record of providing strategic support across multiple sectors and/or regions.
* Proven experience of establishing and running the resource mobilization, new business development, donor relationship management etc. function in the field.
* Ability to present complex information in a succinct and compelling manner
* Action-oriented analytical skills; demonstrated experience in setting up and maintaining quality assurance /funding management systems
* Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities.
* Experience of engaging with donors at country strategy levels.
* Experience of and well-developed skills in staff management and supervision with people from diverse backgrounds and cultures. Proven strong coaching and capacity building skills.
* Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
* Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
