The Program

Program Goal: To support Papua New Guinea to achieve its development goals through education, knowledge transfer, and institutional capacity building, and to build enduring relationships with Australia.

Objective: To support institution-to-institution partnerships and inclusive collaborations, forge people-to-people links, support high quality education, and strengthen accredited training institutions in PNG.

Australia Awards PNG (AAPNG) supports Papua New Guinea to achieve its development goals through education, knowledge transfer, and institutional capacity building, through enduring relationships with Australia. This is achieved through institution-to-institution partnerships and inclusive collaborations that produces high quality education and strengthens accredited training institutions in PNG.

AAPNG offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations.

The program includes three study options:

  • Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level;
  • Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps; and
  • Australia Awards Short Course Awards for Papua New Guineans to undertake short-term professional development study in Australia or PNG, often receiving an Australian qualification.

The Position

The Deputy Director – Operations & Compliance is responsible for leading and managing the operations team to deliver high quality and efficient support across all program activities. The Operations portfolio comprises of grants, finances, risk and compliance, procurement, health, safety and security, logistics, assets, human resources, and support services (administration, facilities, ICT, travel).

As a member of the Executive and Senior Management Team (EMT & SMT), the Deputy Director, Operations & Compliance fosters continuous improvement and innovation, ensures quality delivery, and maximises possible program outcomes for AAPNG.

The position will be measured against the following intermediate outcomes:

  • IO 1: Diverse alumni gain the necessary skills, knowledge, networks, voice, and agency to contribute to sustainable development in priority areas.
  • IO 2: Diverse alumni access relevant and useful networks and relationships, contributing to positive PNG-Australia engagement.
  • IO 3: Women, people with a disability, those from remote areas, and other marginalised groups access and complete Australia Awards.
  • IO 4: Select Papua New Guinean higher education institutions partner with Australian tertiary institutions to strengthen teaching, learning, and enabling environments.
  • IO 5: Select partner higher education institutions demonstrate improvements to targeted management, education and service delivery practices, policies, and performance standards.

The Person

The ideal candidate will have a postgraduate qualification in human resource development, international development, or business administration You will have a minimum of ten years’ professional experience working at a senior level, managing operational teams for large and complex programs within an international development context.

To be successful in this role, you will have experience in developing and managing extensive budgets, financial planning and monitoring; developing and implementing risk management strategies in challenging environments; and an ability to deliver strategic leadership whilst working in a cross cultural environment with key stakeholders in an ever changing operating environment.

You will have proven understanding of gender equality, disability and social inclusion, child protection and fraud control, and a demonstrated preparedness to mainstream these considerations into activities. You will have demonstrated capacity to motivate and lead staff in a culturally diverse setting.

This program is managed by Tetra Tech International Development, on behalf of the Australian Government.
