The Program

Australia Awards Papua New Guinea (AAPNG) is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from remote locations. The program focuses on supporting alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

  • Australia Award Scholarships for Papua New Guineans to study primarily postgraduate courses in Australia;
  • Australia Awards Short Course Awards – for Papua New Guineans to undertake study in Australia, receiving an Australian qualification; and
  • Australia Awards Pacific Scholarships for Papua New Guineans to study in PNG to meet critical workforce gaps.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Course Awards; Alumni Engagement; Secondary Schools; and Higher Education. AAPNG is managed by Tetra Tech International Development, on behalf of the Australian Government.

The Position

The Deputy Director – Operations will provide key strategic assistance to the Facility Director and lead and manage a high performing operations team to facilitate the quality delivery of scholarship and other activities for the program to achieve its development and public diplomacy outcomes.

The Deputy Director – Operations will assist the Facility Director by providing strategic direction to the team, fostering continuous improvement and innovation, ensuring quality program delivery and maximising possible outcomes for AAPNG.

The incumbent will lead, manage and ensure high performing operations support services, such as finance, human resources, and logistics, to facilitate AAPNG program delivery that is both effective and efficient. This includes promoting adherence to: fraud awareness and control measures; gender equality, disability and social inclusion; and health safety and security policies and procedures.

The Person

The ideal candidate will have a postgraduate qualification in international development, business administration or similar relevant field or equivalent experience or training. You will have a minimum of ten years’ professional experience in international development projects and at least five years’ managing complex DFAT-funded projects, with experience in education projects an advantage. You will have demonstrated experience in capacity development approaches and the ability to apply a range of techniques to enhance the skills and action of colleagues and team members.

To be successful in this role, you will have strong demonstrated experience in effective team supervision and performance management for personnel. You will have knowledge in financial management and administration, including budget forecasting, financial reporting and procurement. The ideal candidate will have experience in program administration, including human resource planning and management, logistics and work health and safety requirements. Advanced interpersonal and verbal and writing skills, including the ability to prepare reports that are timely, succinct and address issues appropriately for the audience is required.

You will have proven understanding of gender equality, disability and social inclusion, child protection and fraud control, and a demonstrated preparedness to mainstream these considerations into activities. You will have demonstrated capacity to motivate and lead staff in a culturally diverse setting, including conflict resolution skills with a ‘Can do’ attitude and able to foster a client service approach.
