Overview & Responsibilities

The International Development Law Organization (IDLO) is the only intergovernmental organization exclusively devoted to promoting the rule of law and access to justice. IDLO has its Headquarters in Rome, Italy, a Branch Office in The Hague, United Nations Liaison Offices in New York and in Geneva, and country offices in all regions.

The position of Deputy Director, Programmes is based at the IDLO Headquarters. The Department of Programmes is the central management and coordinating point for programme delivery and capacity development. The Department is responsible for the implementation of IDLO’s global programme portfolio at field and non-field locations, in line with organizational strategy.

Reporting to the Director of Programmes, the Deputy Director, Programmes is responsible for leading the development and implementation of innovative and complex programmes. The Deputy Director leads and supervises Programme teams in Headquarters and Managers in IDLO Country Offices. The Deputy Director oversees and/or supports the development of Regional and/or Thematic Strategies in alignment with Organizational Strategies and oversees a portfolio of programmatic work.

Primary Functions:

  • Ensure Programme Strategies are aligned with IDLO’s global programmatic priorities;
  • Responsible for Programme Management Oversight;
  • Oversee Programme Development and Design (including resource mobilization);
  • Representation of IDLO;
  • Lead the programme team, ensuring effective, efficient, results-based and timely delivery of activities and results;
  • Contribute to institutional reforms to strengthen the field orientation of the Organization;
  • Deputize for the Director of Programmes.

Key expected results:

  1. Ensure programme strategies are aligned with IDLO’s global programmatic priorities
  • Oversee and/or support the development of regional, country and thematic strategies, ensuring that these are aligned with the strategic priorities of IDLO;
  1. Responsible for programme management oversight;
  • Expedite programme implementation through discussions and correspondence with technical, substantive, and project personnel, ensuring HQ support, including undertaking field visits and analysis of periodic programme progress reports;
  • Exercise finance and budget responsibility;
  • Oversee the research, design, and drafting of programme strategies, proposals, working papers, MOUs, briefs, and other original materials for IDLO programmes in the assigned region and/or thematic area;
  • Maintain an overview of the programme status, including progress and problems, to brief management or donors, both orally and through regularly updated summary status reports;
  • Ensure compliance with IDLO’s policies, business processes, procedures and contractual obligations in relation to programme management and implementation;
  • Ensure that key achievements and results within the respective programme portfolio are promptly brought to the attention of IDLO stakeholders, including External Relations, Resource Mobilization, and Research & Learning.
  1. Oversee Programme Development and Design
  • Oversee the design of projects and programmes of work, define approaches to IDLO programming and ensure availability of funds including by leading scoping missions;
  • Oversee the design of implementation plans by means of standardized programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
  • Actively participate in advancing new donor and stakeholder partnerships; provide input to relevant institutional and project websites; provide active support in working with external stakeholders and donors to maintain or enhance existing relationships for the benefit of the Organization.
  1. IDLO Representation
  • Represent IDLO with Partners, IDLO employees, Government officials, technical advisors and experts, donors and civil society ensuring that project achievements are shared to position IDLO as a partner in development work relating to the rule of law.
  1. Lead the programme team, ensuring effective, efficient, results-based and timely delivery of activities and results
  • Effectively lead the team(s) by providing clear direction, addressing development and performance management through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting;
  • Responsible for developing staffing plans, coordinating with Human Resources in the recruitment and selection of employees;
  • Oversee the monitoring of contracts, responsible for providing recommendations on contracts, amendments and changes to staffing plans.
  1. Contribute to institutional reforms to strengthen the field orientation of the Organization
  • Represent the Programmes Department in various reform initiatives to improve and update IDLO’s business processes, policies and systems.

Job Requirements

Education and Professional Experience

  • An advanced university degree in International Relations, International Law, Political Science or related field is required.
  • A minimum of 12 years of experience in progressively responsible leadership roles in Programme Development and Implementation and/or Capacity Building in the Rule of Law sector, along with proven Project Lead experience at field level.
  • Solid credentials in international development and the rule of law and demonstrated commitment to the values of IDLO.
  • Proven experience within the context of an international or non-governmental organization is an advantage.

Languages

  • Outstanding written and verbal skills in English. Fluency in French and/or Arabic would be highly desirable.

Skills, Knowledge and Technical Competencies

  • Familiarity with standard programme and data management tools, as well as results-based management and monitoring and evaluation principles;
  • Excellent written and verbal communication skills.
  • Is accessible, acts as a role model and offers guidance to colleagues. Takes initiative to share knowledge, experiences and information with others. Accepts and gives constructive feedback (up, down and across) to develop and motivate others.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT and internet software.

Provides constructive feedback and willingly helps others. Contributes to a positive, enabling environment that fosters collaboration and cooperation.   • Ability and willingness to travel including to hostile environments, if necessary.
  • Demonstrated keen sense of ethics, integrity, and commitment to IDLO’s mandate

Terms & Conditions

For this internationally recruited position, IDLO will offer the selected candidate a Fixed-Term, International Professional Contract of 24 months, with the possibility of extension, subject to performance and availability of funding, at an annual basic salary of EUR 93,300, plus a leave and benefits package including home leave, Provident Fund, and health insurance in accordance with IDLO Employee Regulations and Rules.

Relocation, installation, expatriate and educational allowances are also available for eligible internationally recruited employees in accordance with IDLO Employee Regulations and Rules.

Salaries paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or any other relevant fiscal jurisdiction.
