CARE is working in North East Syria to support vulnerable women, men, girls and boys affected by the conflict. CARE works both through direct Implementation and partners for effective humanitarian programming.

CARE’s NES Program reaches the most vulnerable families within the following sectors: Food Security, WASH, Shelter, Emergency Response, Protection and Women Economic Empowerment.

CARE’s NES Program reached approximately 550,000 people in NE Syria since 2014 with critical live saving interventions and is projected to have a portfolio of $30M for the coming year with a broad base of donors.

Under direct supervision of NES Area Director and technical support from the Syria Response Country Office, the Deputy Director Programs (DDP) will be responsible for the development, coordination and implementation of CARE’s programs in NE Syria.

He/she directly oversees program implementation and development team within NES Hub. S/he will ensure that our approaches are based on sound contextual and needs analyses, in coordination with Syria-wide technical teams.

The DDP will also act as a Deputy Head of Hub in absence of the Area Director. The DDP is expected to provide support in the areas of program development, implementation of CARE’s North East Syria humanitarian and where appropriate resilience and recovery interventions.

The position is expected to lead on proposal development and implementation with the support of Grants and Reporting and Program Managers. S/He will advise and actively contribute in ensuring of a diverse donor funding base and that programs maintains a high quality standard, delivering to the desired impact.

S/he must also ensure that systems, policies, procedures and people are in place to ensure the proper management and implementation of those projects and programs. The DDP will be based in CARE’s hub office in NES.

Job Responsibilities:

Program Strategy and Design

• Responsible for program development and design aligned with CARE’s strategy
• Coordinator with Program Managers for development of sector approaches for an immediate humanitarian response in accordance to the CARE’s Strategy and Emergency Preparedness Plan.
• Development of holistic and needs based programs to address longer term specific underlying causes of poverty and social injustice with contributions from the Program Managers.
• Ensure that proper monitoring and evaluation systems are in place to demonstrate impact and ensure accountability and that program lessons are being used to promote improved programming and learning.

Staff Management

• Act as a member of Hub SMT representing the Hub Program team.
• Line management of program team including the Program, MEAL and Reporting managers to ensure quality development and implementation of ongoing programs.
• Responsible for building team’s capacity and managing their performance as per CARE’s Performance Management System.
• Ensure adequate and strong working relationships between program and support teams for quality programming.

Oversee Project Implementation by Program Managers

• Oversee project implementation managed by PMs to achieve the program targets complying with internal and donor regulations
• Ensure adequate support to the Program Managers including staffing structure, training and logistics.
• Monitor the NES Hub’s programs through field visits and the review of annual implementation plans and activity reports.
• Ensure proper management of financial and other resources entrusted to CARE’s programs and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of BVA reports (including the proper recording of matches).
• Ensure donor and government reporting is done according to agreed standards and in a timely manner

Context Monitoring and Contingency Planning

• Ensure strong contextual monitoring of the ongoing humanitarian situation (security trends and ongoing displacement) through collaboration with partners, staff, sector working groups and other humanitarian actors.
• Regular analysis of the hub contingency planning and capacity to scale up quickly and respond to significant emergency needs and propose actions to address capacity gaps.
• Facilitate the development and regular updating of an appropriate emergency preparedness and response plans and ensure that disaster risk management is integrated in CARE programs.
• Work with the security team to ensure that programs are being implemented in a responsible manner, and risk to CARE staff, partners and consultants is mitigated to the extent possible
• Ensure programming is sensitive to SEA risks and work with the PSEA Focal point to put in place measures to prevent SEA

External Relations and Partnerships

• Develop and enhance relationships with external organizations so that CARE can maximize its collaboration and impact
• Ensure CARE contributes to and plays a leading role within our chosen sectors of the NES Forum Sectoral groups.
• Establish and maintain good relationships with relevant – counterparts/departments of the humanitarian affairs office, CI members, the locally-represented multi/bi-lateral donors, foundations, and international and national NGOs, acting as a key focal point for the Hub.
• Develop strong partnerships with Syrian civil society in order to advance program and advocacy goals

Education:

Required:

• Bachelor’s degree in related field or equivalent combination of education and work experience.

Experience/Technical Skills

Required:

• Demonstrated experience in leading strategic and operational planning in conflict context.
• Demonstrated leadership and management skills in a very complex international setting.
• Extensive conceptual skills including development of viable program strategies.
• Demonstrated experience in program design (including proposal development), implementation, monitoring and evaluation

Desired:

• Ability to manage large complex budgets and Donor compliance and reporting.
• Strong experience with humanitarian coordination mechanisms
• Demonstrated experience with proposal development with range of international donors (i.e USAID, EU, ECHO, DFID,GAC etc)
• Working knowledge of Arabic and/or Kurdish
