Background
SoCha, LLC is preparing a response to the Request for Task Order Proposals for the Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS). This award will mainly support USAID/Sahel Regional Office (SRO) in Niger and Burkina Faso, and provide limited assistance to Mauritania, Chad, and The Gambia.
This mechanism will advance USAID/SRO’s commitment to program effectiveness across all sectors, and to make informed strategic and management decisions. The MRCS will primarily work in Burkina Faso and Niger to carry out third party monitoring (TPM) in predominantly insecure areas and provide outputs and outcomes verification, conduct evaluations/studies/ assessments, support stakeholders to have functioning M&E working groups at country level and capacity strengthening specifically in monitoring and evaluation (M&E) of appropriate offices/structures of the Governments of Niger and Burkina Faso (GoN and GoBF), as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners.
SoCha seeks an experience Deputy of Finance and Administration Manager for the Ouagadougou office.
This is a dedicated local position – qualified Burkinabe candidates and residents are encouraged to apply.
Scope of Work
The Deputy Finance and Administration Manager will report directly to the Director of Finance and Administration (DAF) who will sit in Niamey
Roles and Responsibilities:
- Support the implementation of projects: human resources, financial management, contracts and operational policies and procedures;
- Support finance, logistics and procurement functions;
- Oversee contractors and local partners, monitoring compliance with their contracts;
- Ensure that field project activities and operations comply with USG regulations and SoCha Policies and procedures.
Finance:
- Track expenditure to ensure spending is in line with field operational budget;
- Submit quarterly and monthly field projections to SoCha Home Office. Provide Monthly variance analysis;
- Supervise financial management of the project, responsible for accuracy of statements and fund requests provided to home office and USAID;
- Provide timely and accurate feedback/response to HO queries.
Procurement:
- Manage the Procurement and Operations Specialist;
- Ensure procurement complies with U.S Government (USG), local rules and regulations, and SoCha policies;
- Manage procurement systems and processes to ensure transactions and purchases are done in a transparent and efficient manner.
Logistics:
- Supervise Logisticians;
- Ensure all policies are in compliance with USG, SoCha and local laws;
- Advise Director of Finance and Admin on logistical issues.
Local Partners / Subcontractors
- Oversee contracting process from negotiation to award to close out;
Minimum qualifications and experience
- Bachelor’s degree (finance, accounting, business, or a related degree);
- 5+ years’ experience managing finances for donor-funded projects;
- Experience overseeing project budgets;
- Excellent communication skills;
- Knowledge of MS Excel and Word;
- Experience with QuickBooks software;
- Knowledge of payroll and benefits;
- Experience overseeing the finance and accounting of USAID-funded activities preferred;
- English and French languages proficiency required.
