Finance Department:

The Mercy Corps Finance Department is responsible for all financial functions in Haiti: accounting for all financial transactions, payments, payroll preparation, budget preparation and monitoring, financial reporting, and allocation of shared costs in accordance with Mercy Corps policy. The Finance Department ensures that financial functions comply with donor regulations and bylaws as well as Mercy Corps internal policies and procedures. In its role supporting the Programs Department, the Finance Department submits timely financial reports to the Programs Department and assists the Mercy Corps Haiti Country Director and the Programs team to ensure that financial resources are used efficiently.

JOB SUMMARY:

Under the supervision of the Finance & Compliance Manager, the incumbent will support the finance department in managing the monthly accounting cycle, controlling accounts, reconciling balance sheet accounts, preparing payroll, ensuring accounting transactions comply with Haitian tax regulations, and compliance checks, particularly regarding asset tracking.

ESSENTIAL JOB FUNCTIONS:

Reconciliation:

  • Prepare monthly and quarterly reconciliation statements of Assets and Liabilities (BALANCE SHEET) and ensure that the balance of all these accounts is explained, documented and verifiable by Mercy Corps management, internal and external auditors;
  • Compare accounting records with information from the Equipment Register on a quarterly basis;
  • Propose possible corrections to the Finance and Compliance Manager after analyzing monthly accounting operations and/or balance sheet account reconciliation files, the depreciation file or any other tool;
  • Submit to the Finance and Compliance Manager (or any person designated by him) the organization’s asset reconciliation report within 10 days of the quarter end.

Application of tax and labor code rules:

  • Ensure the compliance of Mercy Corps Haiti’s accounting and employee payroll files with legal and regulatory texts relating to work and their updates by the Haitian authorities;
  • Prepare the reconciliation statement of monthly deductions on payments made to national employees as well as suppliers to ensure that all deductions made on these payments during the month concerned are fully remitted to the competent state institutions within the time limits required by Haitian laws. Prepare for this purpose the declaration forms and statements of deductions and employer contributions required by Haitian laws;
  • Prepare and submit to the competent state institution in this matter and within the legal deadline, the annual summary statement of taxes on the profits of foreign companies, the interim sheets and the certificates of exemption from the IPM of national personnel;
  • Ensure proper filing of tax returns, social security contributions and employer contributions, and other related documents;
  • Assist the administration department in the event of an audit by tax authorities or donors.

Management of the monthly accounting cycle:

In collaboration with the rest of the finance team, the Deputy Financial & Compliance Manager will:

  • Within the limits of the authority granted to him, focus on the financial review of purchase requests, purchase orders, service contracts, local consultancy contracts, day labor contracts and general expenses; Priority must be given to financial reviews of asset purchases, supplier/lessor advance payments and expense reports;
  • Maintain depreciation sheets and record cost depreciation entries at the end of each month; Use this document to follow up with the relevant departments on late or upcoming payments;
  • Financial focal point for Mercy Corps Haiti asset insurance issues;
  • In collaboration with the Senior Finance Officer, monitor operational and travel advances to ensure they are closed on time. Issue written reminders to individuals who do not close their advances on time. Liaise with HR to ensure that unjustified advances are deducted from salaries, in accordance with the provisions of the Labor Code.

Calculation of salaries and benefits:

  • Carry out the initial review of the payroll based on the elements provided by the human resources office; collaborate with financial managers in the event of necessary corrections or clarifications to be made;
  • In collaboration with Human Resources, prepare payroll lists for monthly salaries;
  • In collaboration with the human resources department, provide auditors with payroll summaries, proof of payment and attendance sheets to justify the salary costs of national staff on the various projects.

Management, reporting, Budgeting and partner:

  • Act as interim Finance & Compliance Manager in the event of absence,
  • Participate in the development of new budget proposals to be submitted to donors;
  • Be actively involved in the preparation of financial reports and the preparation of BVAs and operational and programmatic projections with the support of program teams;
  • Technically supervise field Finance officers;
  • Supervise the Senior Finance Officer;
  • Perform other relevant tasks within the finance department upon reasoned request from the line manager.

KNOWLEDGE AND QUALIFICATIONS:

  • Four (4) years or more of experience in finance or accounting preferably in an INGO;
  • Have held a position of responsibility and team supervision for at least two (2) years;
  • Knowledge of the rules of donors, in this case USAID;
  • A university degree in finance or accounting or a specialty in these fields;
  • Excellent skills in using MS Office programs and in particular Excel spreadsheets;
  • Excellent internet and email skills;
  • Accuracy in processing cash transactions; excellent mathematical skills, and excellent attention to detail;
  • Significant experience in coordination, communication and compliance with Haitian labor legislation;
  • Ability to plan, prioritize, accomplish and be able to track multiple tasks at once.
  • Proficiency in French, both spoken and written;
  • Proficiency in English may be considered an advantage;
  • Be of Haitian nationality.
