Deputy Finance Director At Save the Children

The Opportunity:

The Deputy Finance Director (DFD) will support the Finance and Support Services Director (FSSD) with developing and implementing the financial management of Yemen Country Office, and will deputise for the Finance Director whilst on leave.

The jobholder has overall responsibility of the Budgeting & Reporting function with a particular focus on providing excellent financial business partnering services to the program implementation team. He/she will also be responsible for ensuring best in class financial management both at the CO and field office level – including leadership in respect to capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. The Deputy. These includes providing technical support from proposal budgeting, BvA, donor financial reporting & closeout, master budgeting and gap analysis, forecasting & KPIs and Partner finance support and reconciliations. He/she will be providing technical support to Financial Accounting and Treasury team including statutory requirements such as taxation, social security, registration and statutory audit and for better KPI management. Financial Management:

  • Act as the key strategic Finance Business Partner to the Finance Director and Program Implementation team to support key decision making and driving the finance strategy into action. A member of the Extended Senior Management Member (ESMT) and also represent the FSSD in the SMT during his absence.
  • Ownership of the master budget process at Country Office and Field levels – ensuring proactive decision making, the efficient and effective allocation of resources, and financial sustainability (zero gap)
  • Act as key business partner of DDPO and other departments heads in driving the BVA KPI performance across the CO, helping to meet ‘zero GA outstanding audit findings’ target and improving procurement and stock control environment.
  • Provide financial expertise to the donor budget proposal process to ensure proposals are: high quality, full cost recovery and reflect the needs on the ground; include the necessary shared costs and NTC rates. Ensure also proposal match with the local authority requirements and ratio of direct program activities and operational costs.
  • Working with the program implementation team on award review meetings, realignments, N/CE
  • Providing high quality donor ready financial reports that meets with the optimum qualities and strive consistent green reporting KPI
  • Lead project audits, statutory audits and global assurance audits and ensure all findings are tracked, management responses are provided, and implemented within the agreed timelines and monitor progress.
  • Provide value added ad hoc financial analysis to budget holders to inform decision making
  • Oversee the finance operations including effective treasury management, fund flow as well as finance controls and compliance including timely posting of the transactions and reconciliations.

Partnership Development and Management

  • Undertaking capacity assessment of partners’ organisation in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the programme financial management requirements.
  • Ensuring best in class financial management at field office level – including leadership in respect to recruitment and succession planning; capacity building; implementing efficient & effective processes and accounting systems; improving and ensuring compliance with internal controls. This should include regular visits to the field locations.

Staff Leadership, Mentorship, and Development

  • Ensure appropriate staffing and efficient & effective organisation design within the Budgeting & Reporting teams as well as the field offices.
  • Ensure that staff understand and are empowered to perform their role especially the budgeting and reporting team. Make sure new joiners both finance and non-finance are inducted on SCI finance procedures and processes.
  • Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.

Risk Management:

  • Support the FSSD, and ESMT in developing a risk management policy to maximize financial resource effectiveness
  • Identify and effectively manage financial risks related to delivering the Country Office program. Develop mitigation plans at the proposal stage
  • Qualifications:
  • Masters’ Degree in Finance or Accounting or any related field or equivalent professional experience.
  • Chartered Accountant (CPA, ACMA, ACA, and ACCA) is strongly recommended.
  • 5+ years of demonstrated professional experience in financial management in an International NGO environment, including managing high and complex context and of which three at a management level within a finance department.
  • Understanding of Save the Children’s vision and mission and a commitment to its objectives and values.
  • Written and verbal fluency in Arabic and English
