For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
In Lebanon, MdM has been implementing different programs aiming at strengthening the public health system, while focusing on mental health and psychosocial support. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of community-based mental healthcare services, opening and running community mental health centers. Activities are based in Beirut, Bekaa Valley and Tripoli. MdM is also expecting to expend its activities at primary health care level, especially on sexual and reproductive health and right including gender-based violence, as access to health care has been deteriorating for all populations living in Lebanon (refugees and nationals) since the beginning of the economical and financial crisis in 2019.
DESCRIPTION DU POSTE :
Under the supervision of the general coordinator, you are in charge of directly overseeing the implementation ofMdM Lebanon’s projects activities and ensuring the overall quality and guidance of its programming. You guarantee the integration of various program sectors / subsectors in an effort to maximize holistic programming within the scope of MdM’s institutional mandate, strategy, policies, principles and best practices.
More precisely, your responsibilities are the following:
Context analysis, needs assessment and strategic planning
- Ensure a close monitoring of the humanitarian situation
- Be proactive in suggesting new assessments and new programmatic developments to adjust program portfolio to existing needs
- Support the general coordinator in developing and rolling out the mission strategy
- Lead a workshop on global reflexion strategy for MdM in Lebanon
Program coordination
- Ensure quality program implementation
- Lead the development of the general strategy
- Make sure the different components of the programs are consistent, perfectly integrated and in link with population needs
- Support the program team in the identification of partners (when needed) and development of healthy and complementary partnership
- Work closely with the finance team to ensure timely budget development, financial planning and cost management
- Ensure regular communications are maintained between the different departments involved in the programs and act as a mediator when necessary
Team Management
- Be responsible for the recruitment/management of the team
- Carry out appraisals as per MdM standard requirements and procedures for direct reports enforcing same practices across the program department
- Manage your team through: information, setting objectives, monitoring activities, leave management, discipline, security, training, skills management
- Develop a good team dynamic and take suitable action when problems occur
- Support the nationalization process of key staffs and develop a culture of staff empowerment
Monitoring and reporting
- Ensure that all needed data of the programs are timely collected and analyzed
- Carry out a quarterly review of programmatic achievement based on the monitoring framework/available indicators
- Ensure that a clear and solid M&E framework is in place at mission level, with regular surveys and a robust complaint & response mechanism
- Identify opportunities to improve program stakeholders’ feedback mechanism to ensure responsive programming
- Contribute to the organization / realization of external evaluation when requested
- Lead the development of timely and quality donor’s activity report and proposals
- Support the general coordinator in the identification of potential funding sources and assess the fit between gaps and needs, funding opportunities and the organization expertise
Meetings, coordination and representation
- Define clear actions plan though monthly meetings
- Conduct regular field visits to support program teams and for monitoring purposes
- Proactively lead on external coordination with other health actors; actively build relations and establish information sharing channels to ensure MdM is well placed within the health response
- Develop constructive collaboration with authorities
- Actively engage with donors, partner agencies and the humanitarian community in Lebanon
- Meet with donors to discuss current and potential funding opportunities.

Contrat: Fixed-term contract
5 months – Full-time
- Starting date: March 2024
- Gross monthly salary: 3 362 euros
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)

- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (60% covered by MdM and 40% by the employee)

PROFIL RECHERCHE :
- Program coordination profile, with an experience in coordination of health projects.
- At least 2 years of experience with a similar position
- Experience with an international NGO
- Previous experience of project planning, budget holding, proposal and report writing
- Multi-sectoral or multi-grants programming management
- Experience/knowledge of the region is an asset
- Plan, manage and adapt a project, including in emergencies
- Knowledge and understanding of project management tools (Logical framework analysis, project cycle management, objectives and indicators etc.)
- Ability to have a global overview of a program (not only on medical plan)
- Interest for Human Rights and International Humanitarian Law
- Good writing and communication skills
- Excellent organizational skills
- Ability to manage priorities effectively
- Ability to pro-actively build relations with other stakeholders
- Languages: English (oral and written), knowledge in French and Arabic is an asset
