Deputy Head of Med-MENA Geographic Area At Equal Rights and Independent Media

 

ERIM (legally IREX Europe) is a non-profit organization based in Lyon, France. We propose innovative projects to promote human rights, strengthen independent media and support civil society. ERIM’s approach emphasizes partnerships with local development organizations to bring about societal change.

ERIM is looking for a deputy geographic area manager for the Med-MENA Region. This profile, experienced in team management and project management, will work in close collaboration with the Geographic Area Manager and the Med-MENA team (7 employees and 3 long-term consultants) in order to support the implementation of programs. development of media, freedom of expression, media and information literacy, human rights and civil society in the Med-MENA region (including the Balkans, North Africa and the Middle Eastern countries).

Responsibilities:

  • Provide support/advice to the Med-MENA team in the implementation of projects under its supervision (project monitoring, quarterly project reviews with project managers, ensure that projects progress in accordance with operational and financial objectives , validate contracts, sharing of good practices etc.)
  • Direct management and financial monitoring of specific projects under his responsibility (represents 70% of his time);
  • Support the Regional Manager in promoting a stimulating, fair and positive work environment.
  • Support the Regional Manager in the development of the regional strategy and contribute to ERIM’s overall strategy.
  • Help ensure a good flow of information within the Med-MENA Region between the Regions where ERIM works (Med-MENA; Eurasia; Eastern Partnership Countries), the management team and the Director.
  • Assist in communication with donors and partners on project-related issues in coordination with the Regional Manager
  • Support capacity building of the regional team in project implementation (provide information – including on ERIM values ​​and work processes as well as guidelines, capacity building, etc.).
  • Cross-functional responsibility: replace the Med-MENA Regional Manager in the event of her absence.

Essential criteria:

  • Bachelor’s or master’s degree in a relevant field of study (political science, human rights, media, journalism, international relations, etc.) and/or the equivalent combination of studies and work experience.
  • At least ten (10) years of experience managing international projects, including aspects of cascading grants, in the areas of civil society development, human rights promotion and/or development medias.
  • Knowledge and experience of civil society and media landscape in the Balkans and/or Middle East and/or North African countries.
  • Excellent communication skills.
  • Fluency in written and spoken French and English. Arabic is a strong asset.
  • Excellent mastery, understanding and programmatic experience (over the entire project cycle) as well as financial reporting, budgetary and financial monitoring. Excellent knowledge of how co-financing works, etc.
  • Very good knowledge of international donors such as the EU, AFD or DRL
  • Knowledge and skills in programmatic monitoring and evaluation
  • Experience in team management – ​​horizontal approach focused on support, capacity building and communication;
  • Proactive, solution-oriented individual able to work independently.
  • Organized person and able to meet deadlines.
  • Willingness to travel abroad regularly (required)
  • Strong computer skills (Word, Powerpoint, Excel).
  • Person based or willing to be based in Lyon (required)

The right to live and work in France is mandatory.

The following criteria will be considered an advantage :

  • Understanding of the civil society and media landscape in the Med-MENA region.
  • Demonstrated previous experience in fundraising, grant design and grant writing
  • Experience working with AFD, DRL and EU funded projects
  • Knowledge of Arabic is a strong asset

Contractual conditions:

  • Fixed-term contract of 6 months full-time (37 hours per week) starting as soon as possible. Maternity leave replacement. Renewable.
  • Salary according to the ERIM scale: €3,600.00 euros gross – non-negotiable.
  • Job based in Lyon, France, with occasional international travel.
