About Bahar:
Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
The Deputy Head of Mission is responsible for the overall leadership, representation, program management, security, and administrative functions of the country mission. This includes strategic planning, coordination, and decision-making to achieve the organization’s humanitarian and development objectives in Syria.
Job Duties and Responsibilities:
A. Liaison and Networking
- Build and maintain relationships with UN agencies, institutional donors, INGOs, and diplomatic missions.
- Represent the organization in external meetings and coordination mechanisms based in Damascus.
B. Establishing and Managing the Damascus Office
- Lead the establishment and registration of the organization’s office in Damascus.
- Oversee the management of the office, including identifying and addressing needs and resources.
C. Donor Mapping and Coordination
- Conduct donor mapping and establish coordination mechanisms with UN agencies and other stakeholders.
- Identify funding opportunities and foster relationships with potential donors.
D. External Relations with Authorities
- Serve as the primary point of contact with local authorities to ensure compliance with host country requirements.
- Maintain open and transparent communication with government entities.
E. Financial and Administrative Oversight
- Oversee the financial management of the Damascus office, including budgeting and reporting.
- Ensure adherence to donor regulations, internal policies, and local laws.
F. Security and Risk Mitigation
- Assess and monitor the security situation, ensuring staff safety and risk mitigation.
- Develop and implement a comprehensive security management plan.
G. Compliance and Legal Requirements
- Ensure compliance with all host country legal requirements and organizational policies.
- Monitor and adapt to changes in legal and regulatory frameworks in Syria.
4. Key Deliverables
- Mission strategy document aligned with organizational goals.
- Establishment and registration of the Damascus office.
- Annual operational plans and budgets.
- Quarterly and annual progress reports.
- Regular donor and partner reports.
- Security management plan and risk assessments.
. Qualifications and Experience
Essential:
- Advanced degree in International Relations, Development Studies, Business Administration, or a related field.
- Minimum of 7 years’ senior management experience in humanitarian or development settings, with at least 3 years in conflict or post-conflict zones.
- Proven experience in program design, implementation, and monitoring.
- Strong financial and administrative management skills.
- Excellent leadership, communication, and interpersonal skills.
Work Environment and Conditions:
- Willingness to work in a location different from that stated in the contract.
- Willingness to work for extra hours as necessary.
Evaluation Criteria:
- Periodic reports submitted to the direct supervisor.
- Monitoring and evaluation processes conducted by the Organizational Development Department.
- Reports of attendance, absence, and professional compliance submitted by HR Department.

- Actively learns about safeguarding and integrates it into their work incl with external stakeholders and direct reports if applicable.
