Deputy Head of the Finance Administration Unit H/F At Expertise France

Expertise France is a public agency for implementing international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and economy and finance, with which we have a contract of objectives and means.

Interministerial agency for international technical cooperation, We are the operator of all ministries. In 2021, the agency joined the AFD group (French Development Agency) which provides us with financial and operational solutions.

The objective of Expertise France is to fight against global inequalities : our projects are primarily focused on protecting global public goods and responding to the global challenges facing all societies in both the North and the South.

The program funds a multitude of projects, for an ongoing one of over 200M€ and an annual CA of 48M€ in 2023. The assistant manager is the financial manager of the program, he is responsible for the’organization of audits, he supports the’ finance team on a daily basis, in particular on financial execution and compliance with procedures.
In collaboration with the UK, it contributes to the rise of L’Initiative, and to achieve the strategic and economic objectives of the programme.
He ensures the management of the’administrative and financial assistant, who is in charge of the financial monitoring of cross-cutting expenses and who’ supports audits.

Situation / Position :

Hierarchical relationship : attached to the Directorate of Operations – Department Health and under the supervision of the Director of the department, the Technical Director of the Pole major pandemics, and the Head of the’unity administration finance (UAF) of the L’Initiative program.

Management of the’administrative and financial assistant of the’UAF.

Functional relations : team of the’unity administration finance (UAF), team of L’Initiative.

Your main missions ?

The following list is not exhaustive, the missions and activities stated are not limiting. The deputy head is :

Responsible for the financial monitoring of the programme :
• It draws up the annual financial report of the programme and responds to one-off orders from the lessor, COPIL or’agence ;
• He is in charge of the follow-up of commitments, fences and reassignments ;
• (BI, BR, PA) It compiles, validates and analyses the figures for budget execution forecasting exercises (BI, BR, PA) ;
• It participates in the annual fences, with the CPAF and the UK.

Responsible for audits :
• Supported by the’administrative and financial assistant, he is in charge of planning, implementing and monitoring audits (more than twenty’audits per year) ;
• He is Grant Thornton’s focal point for the program ;
• It analyzes the reports, is force of proposal on the management of ineligibles, and comes into contact with the beneficiaries according to needs ;
• It organizes and pilots the annual’audit of the program (TDR, implementation of the calendar, coordination with the’ team and support departments, management of suspense).

The reference of the CPAs :
• 2 The assistant manager provides support and advice to the CPAFs in the exercise of their functions by accompanying them in the daily management of their tasks (monitoring of the’ financial execution, reporting, closing, forecasting budgets, etc, sending of funds, etc.) ;
• It participates in the training of newcomers, and disseminates the procedures and good practices.

Support to the Responsible of the’Unit :
• 4 Participates in the choices of’organisation to optimize the functioning and’organisation of the activities of’unity ;
• 2 In collaboration with the Manager, he prepares annual’assessment interviews, and helps to set the individual annual objectives of the administrative and financial project managers ;
• 4 Participates in the recruitment, the’integration and the training of new collaborators (CPAF).

Your profile ?

• (Good knowledge of the general functioning of cooperation mechanisms and’official development assistance and financing modalities of the main donors ;
• A knowledge of the procedures of’Expertise France is an asset ;
• Ability to transmit relevant information in a timely manner ;

Additional information :

Le poste est à pouvoir en CDDU (18 mois), basé à Paris au 40 Bd de Port-Royal, 75005 Paris.

La rémunération pour ce poste est composée d’un package annuel comprenant les avantages suivants :

– Un 13ème mois mensualisé et effectif dès la prise de poste.

– Une part variable de 3% du salaire brut annuel

– Plus de 45 jours de congés annuels, avec la possibilité de monétiser jusqu’à 10 jours de RTT par an.

– Une part d’intéressement, calculée en fonction des résultats de l’année.

– Une allocation de 9 euros par jour pour les repas (Carte Swile).

– Une prise en charge de 50% des frais de transports en commun.

– Une prime de mobilité de 400 euros par an si vous préférez vous déplacer en vélo.

– The ability to telework 2 days a week, with compensation of 20€ per month, equivalent to 240€ net more per year.
