Deputy Medical Programmes Coordinator At Médecins Sans Frontières

Overview

Reporting to the Head of the Medical Unit the Deputy Medical Programmes Coordinator (DMPC) is responsible for the implementation of the medical strategies of the operations in Italy, following MSF ethics and values, health policies, protocols and operational plan.

With the support of the other medical and technical profiles in the Medical Unit, the DMPC contributes to the analysis, the design and the definition of the medical strategies of operations, as well as their monitoring and evaluation.

Moreover, she/he contributes to the preparation and development of medical dossiers and researches, and to the network and the exchanges with other relevant actors in Italy (NGOs, universities, civil society)

Responsibilities

S/he is responsible for coordinating the implementation of the medical strategies, monitoring the medical activities and resources in the operations in Italy, , contributing to the overall achievement of the objectives set.

Moreover, s/he is responsible to:

  • Support the Head of the Medical Unit in the design and planning of the medical strategies as well as in the preparation and development of medical dossiers and research..
  • Involve the Technical Medical Referents when necessary, in order to ensure the proper support to operations- and the alignment with MSF protocols.
  • Network with relevant actors (including civil society, NGOs, institutional actors) to coordinate MSF activities in a coherent way within the national context.
  • Contribute to stimulate and guide debates and exchanges on medical operational matters, within the Medical Unit, MSF Italy e, across MSF movement and OCB missions related to Central Med context.
  • Ensure that security related to medical issues is guaranteed, by respecting Italian law and by implementing MSF policies, protocols and procedures.

Management and Interdepartmental coordination

  • Support, technically supervise and evaluate the project medical referents (PMRs) of the Italian projects; participate to their feedback processes in collaboration with Project Coordinators
  • Support/advise the PMRs on the recruitment of medical staff when requested.
  • Contribute to the proper induction and follow up of all staff, ensuring that medical briefings and debriefings are done to all MSF field staff working in Italy.
  • Ensure fluid communication between MH and SRH internal technical referents (MHAM, SRH supervisors) and the PMRs.
  • Ensure the proper implementation of the MH and SRH strategies in collaboration with the internal technical referents (MHAM, SRH supervisors)
  • Ensure a proper monthly reporting of the Italian operations, analyzing it and providing feedback and input.
  • Support the Head of the Medical Unit in the activities of the other departments of MSF Italy in which a medical component is necessary.
  • Update and share the operations in Italy within MSF Italy office and when requested (GA, Forum..)
  • Support the Head of the Medical Unit in identifying, and participating to relevant national platforms (conferences, meetings, training…) to strengthen MSF Italy presence in the Italian context.
  • Support the Head of the Medical Unit to identify and develop medical dossier within MSF Italy and within OCB

Qualifications

Essential Requirements:

Degree in medicine or nursing.

Minimum 2 year MSF experience in a similar position

Assets:

Experience in Public Health.

Experience in migration projects in Europe.

Experience with survivors of violence and torture.

SGBV and SRH

Awareness of Italian MoH structure

Training in tropical medicine.

Knowledge of medical strategy’s implementation, projects monitoring and assessment tools, research methodologies and data management.

Transversal: Result & quality oriented, Analytic thinking and strategical vision, Planning and organizing, teamwork and cooperation, Leadership, capacity of delegation, stress management, cross cultural awareness, Networking and building relationships.

Fluency in English, Italian being a strong asset.

Conditions

Contract: Full-time. Level 1 of Italian CCNL.

Starting date: 20 August 2023

Duration: 12 months extendable

Gross Annual Salary: € 36.504 – 43.805, depending on the experience of the selected candidate.

Duty Station: Based in the MSF Italy Rome office, with frequent travelling to the field.
