Deputy Project Manager, Operations At Macfadden

Macfadden is seeking a Deputy Project Manager, Operations (DPM/O) to support a task order with the United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA). The DPM/O reports directly to the Senior Task Order Project Manager (Sr. TO PM) and is responsible for supporting operational aspects of the task order (TO) implementation, and will support finance, contracts/subcontracts, logistics, talent management, staffing, facilities management, travel support, vendor management, monitoring and evaluation/data collection/reporting ensuring that data and resources are managed efficiently. The DPM/O will ensure that roles and responsibilities are clearly defined, and support activities are performed in accordance with contractual requirements.

The DPM/O will assist the PM in overseeing all financial aspects of the TO, closely liaise with the TO finance manager to ensure that necessary QA/QC is being performed on all aspects of TO level financial management, budget preparation, invoicing, financial reporting, etc. and will work closely with HQ Finance &Accounting Business Ops functional teams to ensure close coordination and collaboration for seamless support to the TO.

The DPM/O performs a variety of both complex and routine administrative, management and analytical duties and works with the Sr. TO PM, other program related DPMs, corporate office key functional support services staff, and the client to ensure task order contract requirements are met and compliance rules are adhered to. The DPM/O handles several tasks simultaneously related to the operational areas under their responsibility. The DPM/O must have a working knowledge of USG as well as USAID policies and guidelines and standard business practices and procedures. In addition, the DPM/O may assume the responsibilities of the Sr. TO PM as needed and when designated, in their absence.

EDUCATION, EXPERIENCE AND SKILLS

Education:

Business Administration, Business Operations, Government Contract Management, Human Resource Management, International Development Studies or other relevant discipline in the humanitarian field preferred.

Experience:

Eight years of work-related experience with Ph.D. or ten years with ABD

Twelve years related to the work to-be performed with MS/MA/MBA

Fifteen years with BS/BA and twenty years with less than a BS/BA.

Experience working in an operational management role highly desired.

Skills:

Required: Excellent written and verbal skills, staff recruitment experience, personnel management skills, and working knowledge of budgets and financial management with excellent attention to detail; proficient in Excel and other MS Office programs. Knowledge of Federal Acquisition Regulation (FAR), AIDAR, USAID Automated Directive System, (ADS), Federal Travel Regulations (FTRs).

KEY ACCOUNTABILITIES

  • Support operational aspects of task order implementation

  • Successful supervision of direct reports in units/teams under their responsibility

ESSENTIAL FUNCTIONS

  • Support PM with task order operational implementation and performance.
  • Provides technical, financial and operational assistance of task order implementation to ensure on-time delivery of the contract scope of work seeking opportunities for continual improvement.
  • Supports overall oversight of program operations and overarching lifecycle from start up through close out.
  • Works with PM to coordinate and facilitate the timely submission of financial, performance, and status reports and other reports required by the appropriate client.
  • Support development of program deliverables and performs high level reviews and quality control to ensure timely reporting.
  • Works with functional units to address contractual and technical matters, supports PM in the preparation of modifications and negotiate changes with the appropriate customer.
  • Track performance metrics, develop report formats and prepare reports that demonstrate contract performance for submission to management and the client.
  • Develops procedures to increase performance by implementing sound quality management processes.
  • Supports the development, implementation, and enforcement of strategic operating procedures related to programmatic activities, duties and responsibilities.
  • Ensures procurements are made in accordance with the Federal Acquisition Regulation.
  • Supports monitoring of task order progress against the contract and organizational goals and objectives, and ensures they are consistently and adequately met.
  • Contributes to organizational development strategies and operational solutioning to deliver outstanding services to client.
  • Resolves staffing and resourcing challenges through creative and cost-effective approaches that are within budget. Draft scopes of work and any other requirement as needed, to secure the best talent.
  • Willingness to learn, continuously improve and support organizational initiatives.
  • Able to work on different programs with different customers and flex into different roles based on the needs of the organization.
  • Other duties as assigned.

REQUIREMENTS

Ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment.
