JOB CONTEXT:

HI’s Mashriq Regional Programme coordinates missions in 5 different countries (Egypt, Jordan, Lebanon, Palestine and Iraq). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2024 of 23M Euros with growth compared to 2023 around 8M Euros with 300 staff and 270 volunteers. The global growth of the program as well as the Palestinian crisis is expected to remain acute for a prolonged period increase the support needs at the regional program coordination level.

There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.

YOUR MISSION:

Mission 1 : Strategy and steering

Contributes towards the drafting, revision and implementation of the financial section of Operational Strategy (StratOp) within his or her area of responsibility area and in line with HI’s financial policies.

Oversees the breakdown of financial strategy into action plans and advises on financial issues.

Produces, compiles and analyses financial indicators and, if necessary, creates additional indicators.

Oversees HI external representation activities related to financial issues, takes part in inter-NGO working groups and ensures the development of partnerships in his or her geographical area.

Leads the financial capacity assessment of local partners and the resulting capacity building plans

Mission 2 : Standards and expertise

Oversees the deployment and monitors compliance with all of HI’s financial policies, processes and tools within his or her area of responsibility and, if necessary, develops specific financial tools overseen by his or her line and functional management.

Directs and controls HI’s compliance with the legal framework of the country or countries of intervention and monitors changes in standards and case law and in the practices of other stakeholders working in the finance field.

Ensures the production and filing of financial documents ensuring the legality of HI’s operations in the country or countries of intervention.

Ensures compliance with the General Data Protection Regulation (GDPR).

Mission 3 : Operational implementation

Responsibility 1 : Ensures financial and budget management

Responsibility 2 : Ensures accounts management

Responsibility 3 : Ensures the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations

Responsibility 4 : Ensures cash-flow management

Mission 4 : Profession facilitation

• Under the direct supervision of the RFM, implement the financial processes and tools coaching, and training plans to the Country level finance teams.

• Coordinates profession facilitation in his or her area of responsibility, fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing.

Mission 5 : Emergency preparedness and response

In conjunction with the RFM co-leads the emergency preparedness actions in the program’s finance departments and, in case of emergency, reorganizes the priorities according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.

CHARACTERISTICS OF THE POSITION:

The position is under the hierarchical responsibility of the Regional Finance Manager of Mashriq Program.

You’ll interact with: Country Managers, Country Finance Managers, Regional Controllers, HQ (Program Finance Controller, Project Finance Controller, Program Accountant, Treasury, Audit, IPOs/PSOs), Regional Business Development, Regional Technical, MEAL and Support services departments.

Assignment based in Jordan with potential field travels within the other program countries (Egypt, Iraq, Lebanon, & Palestine) upon request.

YOUR PROFILE:

Essential competencies:

· 4 years university degree in fields of finance/ accounting.

· Minimum 6 years of INGO work experience in the finance field.

· 2 years previous/ current HI Experience in Finance management and/or controlling roles.

· Proven experience in institutional funding financial management.

· Experience in a multi-country program context.
