As Deputy Regional Representative, you will be responsible for ensuring that projects follow established work processes and project management methodologies consistent with best practices. You will oversee results management in the region, including quality assurance of new projects, and lead the assessment of Emergency Appeals in the region. In addition, you will manage and motivate the professional development of regional technical delegates and the Results Management Officer.
Your role will also involve closely monitoring relevant humanitarian situations in the region and providing updated analysis and recommendations to the Regional Representative and Disaster Risk Management Unit at the National Office. You will be responsible for coordinating Norwegian Red Cross-funded initiatives in the region to improve regional disaster preparedness and response operations and achieve desired results.
To be successful in this role, you should have a higher education degree at the master level within a relevant field and more than 5 years of experience at management level. You should also have experience in implementing humanitarian projects at the field level, a track record of emergency response deployments, and advanced knowledge of disaster preparedness and response mechanisms. Fluency in English is required, while working proficiency of regional languages is an asset. Technical expertise in Health or WASH is also an asset.

The purpose of the regional offices (RO) is to ensure implementation of the international strategy in the region, by establishing and following up regional and country strategic direction through regional and country frameworks. This means that RO is responsible for strategy implementation, ensuring accountability and providing leadership in the region and for supporting country offices (CO) based on strategic direction and overall frameworks from National Office (HQ). The RO ensures strategic relationship management with all NorCross NS partners in the region, the Federation and the ICRC, with a focus on regional emergency preparedness and response. The RO furthermore ensures strategic relationship management with donors and external partners and supports CO with grant management. The RO supports and oversees finance management and results management (PMER) in the region in line with established standards and best practices. The RO is responsible for optimal use of human resources by ensuring efficient and purposeful communication and collaboration, including with National Office (HQ). The RO promotes competency development and ensures efficient leadership and a conducive working environment in the region.
The purpose of the Deputy Regional Representative is to oversee results-based management of programmes in the region, manage Norwegian Red Cross contribution to RCM regional preparedness and response systems, and deputize for the Regional Representative.
Strategic Objectives:
- Oversees that projects follow established work processes and that project management methodologies are consistent across countries and in line with best practices.
- Ensures that Norwegian Red Cross proactively contributes to complementary RCM preparedness and response to acute disasters in the region.
- Deputizes for the Regional Representative. Manage Results Management Officer and Regional Technical Delegate in accordance with Norwegian Red Cross leadership model.
Operational Objectives:
- Oversees results management in the region in line with established standards and best practices, herein reviews and quality assures new projects.
- Acquires fluency in the understanding of Norwegian Red Cross work processes and digital tools.
- In-country support to the country offices required an extended period of travel to project areas in conflict, protracted crisis context.
- Closely monitors the relevant humanitarian situations in the region and provides updated analysis and recommendations to the Regional Representative and Disaster Risk Management Unit at National Office (HQ) accordingly
- Leads the assessment of Emergency Appeals in the region and provides a recommendation to the Regional Representative on support to emergency operations
- Coordinates that Norwegian RC-funded initiatives in the region improve regional disaster preparedness and response operations and achieve desired results.
- Drafts quarterly updates on ongoing preparedness and response operations, including Emergency Appeals.
- Manage and motivates the professional development of regional technical delegates and Results Management Officer and follows up on yearly plans.
- Support coordination and collaboration of technical delegates in the region work with other technical personnel globally to contribute to optimal use of technical resources across regions in international activities.
- Ensures that all regional and country office staff have access to and can make use of technical resources
- Contributes to human resources planning for technical competencies in the region.
Collaboration:
- Works closely with Regional Finance Manager to ensure coherence in results management and finance management
- Works closely with relevant National Office (HQ) staff — including Program Support Coordinator and Coordinator Planning Monitoring and Results — to ensure regional alignment with Norwegian Red Cross approaches for results management.
- Be the focal point in the region for technical coordination with relevant staff at Disaster Risk Management Unit at the National Office (HQ).
Mission Specific Responsibilities:
- The DRR oversees regular contact with Seconded staff to IFRC in the region.
- In case applicable, this position is the focal person for NorCross programmes being implemented in countries where NorCross does not have in-country delegates.
Formal Competence:
- Higher education at the master level within relevant field and more than 5 years of experience at management level.
Skills and Knowledge:
- Experience from implementing humanitarian projects at field level.
- Track record of emergency response deployments an asset
- Advanced knowledge of disaster preparedness and response mechanisms.
