About Program

Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide rang e of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.

Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program’s base of operations is in Cotabato City and covers all five provinces of BARMM.

Role

Deputy Team Leader (Operations) is to support the Team Leader and manage the program ensuring all operational obligations under the Ma naging Contractor’s contract with the DFAT are fulfilled.

Location

The role is based in Manila, with weekly travel to Cotabato and throughout the Mindanao Region.

Primary Duties and Responsibilities

Lead the Operations team including Finance, Administration, Human resources, logistic and ICT team.
Maintain an effective relationship with DFAT and ensure all contractual obligations within the sector to support the effective delivery of the program.
Ensure quality corporate support to the implementation of the program, including administrative, logistic, and financial support according to best practice procedures, and risk management.
Manage the Program’s budget in close collaboration with the Team leader and DFAT.
Support regular reporting to DFAT, partners and stakeholders with respect to financial and contractual management and by contributing to the substantive reporting.
Maintain respectful and transparent relations with partner organisations within the sector to support the effective delivery of the program.

Required Qualifications and Key Competencies

Skills, experience, knowledge

A degree in a relevant discipline or equivalent level of employment experience within a relevant field.
Minimum 10 years senior management experience, preferably in development cooperation context comprising corporate and administrative management.
Demonstrated skills in program and project management, including administration and supervision of technical activities, personnel and financial management, monitoring, reporting and work planning.
Proven capacity and appropriate experience with the implementation and use of information management systems.
Clear evidence of team working and ability to coach and mentor staff to help them fulfill their potential.
Demonstrated experience providing high quality advice to senior managers.
Accredited Senior First Aid Certificate or willingness to obtain prior to employment.

Outstanding verbal and written communication skills, including the ability to negotiate with a variety of different people and to communicate complex issues in plain language.
