Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192-member National Societies. As part of the International Red Cross and Red Crescent Movement (Movement), our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

Organizational Context:

The IFRC has had a consistent presence in Afghanistan since 1990 to support the Afghan Red Crescent Society (ARCS) in its organizational development, auxiliary role and outreach, humanitarian diplomacy, partnership development, humanitarian response operations, and longer-term programming.

Currently, Afghanistan is addressing complex humanitarian crisis resulting from a convergence conflict, drought, food insecurity, displacement, COVID-19, gaps in health services and economic hardships, among others. In response to growing humanitarian needs, the IFRC launched an Emergency Appeal and expanded its Operational Plan as well as its COVID-19 Response Plan to support ARCS in scaling up its humanitarian response alongside longer-term programmes.

IFRC will support ARCS programming under three pillars:

Pillar 1 on addressing immediate humanitarian needs;

Pillar 2 on supporting recovery and bridging to development,

Pillar 3 on strengthening local response capacity.

In view of the scaled-up IFRC-supported operations and programmes, the capacity of IFRC in Afghanistan is being bolstered. The capacity will also enable IFRC to support ARCS with a more rigorous, systemic, and structured coordination, collaboration, and cooperation towards a more efficient and effective implementation of its Strategic Plan 2021-2025.

In the above background, the IFRC is seeking a consultant to supporting in developing a prioritized health plan for the IFRC in Afghanistan. The consultant will work closely with ARCS, IFRC Country Delegation for Afghanistan, Participating National Societies (PNSs), the ICRC, Ministry of Public Health, Health Cluster partners and other key stakeholders supporting health programming in Afghanistan to document existing health interventions of the IFRC, to assess their relevance in view of the current operational context, and to propose a multi-year health programme.

The Consultancy will steer strategic efforts relating to developing a prioritized health plan for the IFRC in Afghanistan.

Focus will be on the following key tasks:

  • Document existing health activities
  • Identify gaps in the current health approaches
  • Identify and outline new operational opportunities in health programming
  • Develop a multi-year prioritized health programming proposal

The consultant will coordinate and engage closely with Movement partners (IFRC Secretariat, ICRC and Participating National Societies) present in Afghanistan, the Ministry of Public Health, Health Cluster partners and other key stakeholders supporting health programming in Afghanistan to propose a coherent and harmonized approach to health programming by the IFRC in the country.

Furthermore, the consultant will make effort to engage Participating National Societies which do not have presence in Afghanistan but are keen to contribute to efforts aimed at strengthening ARCS health programming capacity.
