Assignment: Development of a Guidelines for establishing and managing Partnerships with local actors and capacity strengthening of staff for using the partnership guidelines and undertaking the partner in-take process.

Project: STRIDE II

Duration: 30 days from 15th JuLY -14th August, 2022.

1. Overview of Islamic Relief

  1. Background Information

Humanitarian sector has been into massive transformation from the past few years due to the unique and unprecedented challenges. This has an effect on implementation approach of international agencies. Given Islamic Relief (IR) experience in field with community-based connections and faith-based approach, there is a clear opportunity to provide sustainable leadership in terms of redefining humanitarian framework. IRS’s “Disaster and Humanitarian response Sector” primarily manages all emergency responses owing to the dynamic humanitarian trends and organizational needs. Humanitarian Department supports the organization at all levels from preparedness to response through resilience and leading the localization agenda.

Strengthening Response Capacity and Institutional Development for Excellence (STRIDE-II) is a project being managed by DRMD of IRW across globe however, in Somalia it has been executing by Humanitarian department of IRS to strengthen the capacity of Islamic Relief field office and local actors through enhanced preparedness and partnerships. STRIDE brings context-specific, inclusive and DRR sensitive Capacity Self-Assessment (CSA) through which the field Offices and local actors can comprehensively analyze and determine areas of improvement across all organizational functions. Thus, developed trajectories subsequently improve their effectiveness and efficiency in humanitarian programming. The project has global outreach and being implemented in 20+ countries of all the regions of IR’s presence i.e., Asia, East Africa, West Africa, and the Middle East.

STRIDE-II brings a more holistic approach to preparedness, true and inclusive Localization in target region for an effective organizational response. The STRIDE-II approaches and its key components are designed in a way that Islamic Relief remain relevant in humanitarian systems, adding value, become partner of choice, prepared and innovative within humanitarian ecosystem.

3. Objective of the consultancy services

Islamic Relief Somalia is looking for experienced and qualified professional (s) to provide support to IRS disaster and Humanitarian Response sector in exploring context-specific Localisation in IRS presence areas [Mogadishu (CO), Baidoa, Beledweyne, Bardheere, Berdale, Dinsoor, Afgooye, Jowhar, Burtinle, Badhan, Garowe, Balcad, Hargeisa & Borama] and non-presence area of Somalia. The consultant will develop practical guidelines for establishing and managing partnerships with diverse groups of local actors.

4. Delivery Strategy

The consultant will primarily work with the Disaster and Humanitarian sector, specifically the Humanitarian Coordinator and Programme Managers, as well as across other departments Leads.

It is expected from the consultant to provide detailed methodology in the proposal to achieve desired outputs/deliverables by conducting consultations with key internal and external stakeholders including International Organizations having different operational models and other local actors.

  2. Assess the extent to which localization agenda is taking place in Somalia. Assess the merits, challenges and limitations of working with local organizations in Somalia
  3. Develop partnership guidelines for establishing and managing partnerships with Local NGOs and Civil society organizations in somalia.
  4. Train IR staff on how to use the guidelines and other tools of Localisation processes to strengthen their capacity for using the partnership guidelines and undertaking the partner in-take process.

Final output and project completion by: (15th August 2022). Timelines for deliverables can be discussed at contract signing stage and any deviations can be negotiated with the contract manager during the consultancy period.

  1. Qualifications

Islamic relief Somalia is requesting for proposal (RFP) for the expression of interest detailing your technical and financial proposal with clear timeline and results –

  • Master’s Degree in Community Development, Project Management, Business Management, Disaster Management, or any other related field with at least 5 years field-based experience.

§ Professional experience in the humanitarian sector & Localisation with a combination of senior management experience at field level and technical work related to partnerships management and capacity strengthening of teams and local actors.

§ Understanding of the context and experience of working across somalia including South-central, Puntland and Somaliland context.

§ Strong knowledge of practical approaches and demonstrated experience around Localisation.

§ Demonstrated experience around work related to developing guidelines and approaches for partnerships management.

§ Familiar with/good understanding of Core Humanitarian Standards, Sphere Standards, MERS, Charter for Change, Grand Bargain, Protection Principles, Red-Cross/Red-Crescent Code of Conduct etc.

§ Excellent writing and communication skills (high proficiency in English language)

§ Time management skills and able to complete the assignment within allocated time

§ Able to travel to across somalia [if required] in both IRS presence and non-presence area.

§ The candidate should be available immediately.

The bid document prepared by the bidder shall comprise of the following:

  • Fully completed IRS Dossier – Questionnaire
  • The summary of the Consultant’s Profile with contact address and their CVs.
  • Valid Certificate of Incorporation in case of a company
  • Detailed Technical Proposal/Methodology
  • Detailed Financial proposal i.e., BOQ with unit prices and total.
  • Detailed workplan.
  • Any documents on previous similar service done in the past three years.

  1. Payment Terms and Conditions:

Payment will be made in accordance with the deliverables and deadlines as follows:

  • 30% of the total amount – after submitting first draft of output 1, 2 and 3.
  • 70% of the total amount – submission of all deliverables and satisfactory response from contract manager.
  1. Additional information and conditions of contract:

During the course of assignment, IRS will be responsible for the following services:

  • Facilitate introductions through support letters while introducing the consultant to community and related stakeholders
  • Plan and organize meetings with relevant IR departmental teams.
  • Facilitation of IRS staff trainings.
  • Timely review deliverables and give qualitative feedback
  • Consultancy fees as agreed in contract.

IRS will not cover:

  • Tax obligations as required by the country in which he/she will file income tax
  • Any pre/post assignment medical costs. These should be covered by the consultant
  • Medical and travel insurance arrangements and costs. These should be covered by the consultant
  • Travel & accommodations -IRS will not provide travel and accommodation during field visits if required.
  1. Ownership:

IRS will retain the complete right of ownership of Guidelines for Localisation. The guidelines, report, its findings, and its data could not be claimed anywhere by any other agency or person unless and until the consent of IRS or the funding partners is sought
