The Diagnostic, Monitoring and Evaluation Officer is responsible for developing and implementing appropriate and viable diagnostic, monitoring and evaluation systems that are in line with
ACTED’s global MEAL procedures and that contribute to ensuring that projects and
programs operate as planned. .
OBJECTIVES
1. Implement robust MEAL systems and mechanisms that are in line with overall MEAL procedures and provide effective investigations/results to inform timely decision-making and robust corrective action.
2. Ensure that lessons learned and best practices are discussed and documented.
3. Contribute to the effective functioning of the beneficiary complaints and response mechanism and increase beneficiary confidence, identify areas of our work that need to be improved and ensure that ACTED learns from the information provided through this process.
4. Ensure the operations and performance of MEAL functions through effective management of MEAL team members.
FUNCTIONS AND RESPONSIBILITIES
1. Assessment, monitoring and evaluation systems
1.1. Technical and systems development
a) Contribute to the development and updating of the country’s MEAL strategy, MEAL consolidated work plan
and MEAL frameworks for all ongoing projects;
b) Ensure that MEAL findings are reflected and its recommendations incorporated into future concept notes, proposals and implementation plans;
c) Apply the MEAL policies and procedures outlined in the ACTED MEAL Standard Guidelines and ensure that the tools are followed as appropriate;
d) Contribute to effective deployment of monitoring and evaluation collection and reporting systems for all staff and partners through training, site visits, manuals and other technical support as necessary.
1.2. Implementation and management of the MEAL
a) Develop the ToR and mission plans and carry out assessments, monitoring and evaluations (baselines, intermediate and final) as reflected in the ToR and the mission plan ;
b) Develop and monitor the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key informant interviews) and data/information dissemination/utilisation plans;
c) Closely monitor data collection activities and ensure that data collection teams are organized and resourced, and deliver according to field mission plans and in accordance with operational standards. data quality;
d) Maintain electronic and/or paper-based information management systems for tracking and reporting all quantitative data and information, including reporting on ACTED’s 16 global strategic program indicators;
e) Analyze MEAL data and prepare reports, fact sheets with useful statistical analysis and presentations (graphs, tables, histograms, box plots), as necessary, in a timely manner;
f) Measure and report on qualitative and quantitative input, process, product, outcome, impact, objective and goal level performance indicators for all projects;
g) Provide data to the project development team for use in preparing reports for donors and other stakeholders, as required;
h) Contribute to donor proposals and fundraising efforts (in particular logical framework designs, formulation of SMART indicators and MEAL budgets) and reports;
i) Provide MEAL-related training and awareness to implementing partners and other institutions supported by ACTED, as appropriate;
j) Represent ACTED in different forums on issues related to MEAL when necessary.
2. Learn
a) Contribute to the proactive dissemination and use of knowledge acquired through MEAL activities among project managers, technical coordinators and project development managers/officers;
b) Contribute to the organization and facilitation of learning events to capture best practices and lessons learned when a project closes or when necessary;
c) Document and share lessons learned and best practices in a timely manner and ensure that the knowledge acquired contributes to the improvement of projects and influences the strategic development of future projects and activities;
d) Support project implementation and improvement by providing timely information on project successes for scale-up, as well as challenges to enable “course correction” throughout the life of the program.
3. Claims from beneficiaries and response mechanism
3.1. Supervision of beneficiary CRM (only applicable in the absence of a MEAL manager)
a) Establish, implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country mission, in accordance with standard CRM procedures of ACTED beneficiaries;
b) Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback are captured, analyzed, addressed and responded to in a timely manner and used by the program and coordination teams;
c) Supervise the correct management of the project’s central CRM database;
d) Build capacity and understanding among ACTED staff, partners and contractors on beneficiary responsibility and risk management.
3.2. Contribution to beneficiary MRC
a) Contribute to the implementation of the beneficiary’s Complaint and Response Mechanism (CRM) for the in-country mission, in accordance with ACTED beneficiary CRM standard procedures;
b) Contribute to the correct management of the project’s central CRM database;
c) Build capacity and understanding among ACTED staff, partners and contractors on beneficiary responsibility and risk management.
4. MEAL team management
a) Ensure that staff under your direct responsibility understand and are able to carry out their roles and responsibilities;
b) Direct MEAL assistants, monitors and interviewers, defining their responsibilities and monitoring work plans and daily activities;
c) Ensure a positive work environment and good team dynamics;
d) Manage interpersonal conflicts between team members;
e) Carry out periodic evaluations of relevant personnel;
f) Identify MEAL training needs of team members and discuss plans with the MEAL director for internal and external training;
g) Train, educate and guide MEAL assistants, monitors and interviewers with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team;
5. Other
a) Provide regular and timely updates on progress and challenges to supervisors and other team members;
b) Participate in MEAL-related conferences and workshops whenever possible and stay up to date with best practices and new knowledge created in the field of MEAL;
c) Carry out any other related activity assigned by your immediate supervisor.
KEY PERFORMANCE INDICATORS
– Number of diagnoses and evaluations carried out in the last 6 months
– Number of control missions carried out in the last 6 months
– Number of closed monitoring cycles with a debate on the way forward carried out with the teams of the project and coordination within the deadline indicated in the ACTED MEAL guidelines and during the last 6 months
– Established and functional mechanism to provide data on project indicators to the DP in a timely manner
– Established and functional mechanism that allows at least reporting on the 16 ACTED global standard indicators
– Percentage of projects with closing meeting held for projects closed during the last 6 months
– Lessons learned and best practices are recorded in the country’s lessons learned and best practices document, according to the ACTED standard learning procedures, and are updated regularly and timely
– Number of learning events to capture best practices and lessons learned organized/facilitated in the last 6 months
– Beneficiaries’ PQRS mechanism implemented in the mission according to ACTED standards
– Percentage of team members who have received internal/external training in the last year

QUALIFICATIONS, HUMAN QUALITIES, KNOWLEDGE AND TECHNICAL SKILLS REQUIRED.
– Undergraduate degree in a related discipline (International Relations, Political Science, Law, Social Sciences, Economics, Information Management, etc.)
– Relevant work experience in a humanitarian or development environment, preferably in monitoring and evaluation issues.
– Excellent writing skills and ability to synthesize and analyze.
– Excellent team management skills
– Interest in international humanitarian and development programs and willingness to explore and learn about this sector
– Adaptability and interest in working in an intercultural environment
– Advanced skills in Excel or other related program to data management and analysis, and data collection tools (R, SPSS, Stata, Tableau, PowerBI)
