Context & Mission

Médecins Sans Frontières is an international, independent medical and humanitarian organisation that provides care to populations in need, to people affected by natural or man-made disasters and to victims of armed conflicts, without discrimination and regardless of their race, religion, belief or political affiliation (MSF Charter). The MSF movement is built around 5 operational centres supported by 24 sections and offices worldwide.

MSF Operational Centre Geneva (MSF OCG) is one of these centres. Its 61 field projects operations are implemented in 23 countries in Africa, Middle East, Asia and Central America. The field operations are guided and supported by four Operational Desks, one Emergency Desk and other departments supporting operations, including Medical, Logistics, Human Resources, Finance, Information Systems, Communication & Fundraising, and General direction.

OCG Innovation unit has been reorganized to respond to current innovation challenges by combining coordination work on medical technologies and ensuring the alignment of ambitions with the section’s midterm strategic objectives. As such, the focus will be given to ensuring patient cantered initiatives, leveraging transversal support systems for innovation, and prioritizing transformational initiatives.

Summary of role

The Digital Health Expert undertakes the development and implementation of OCG’s digital health solutions, creating pathways to accelerate the appropriation, development and use of digital health solutions at project(s) and program level. The Innovation Unit is undertaking an internal review of its structure and governance. This post is a temporary measure to cover the period of the transition and may be different from the long-term setup of the unit.

The Digital Health Expert reports to the Medical Technology Coordinator (MTC) & Innovation Lead in the Medical Department and, works closely with other OCG key departments, partners in the movement, and external stakeholders involved in medical technology development, implementation and research.

The Digital Health Expert will ensure proper planning, programming, and reporting of digital health initiatives inside the Medical Department and will participate in aggregation, prioritization, and execution of digital technology initiatives undertaken by the unit.

Scope of responsibilities

General

· Under Medical Technologies Coordinator, direct management of digital health technologies – Collect, organize and register needs and solutions. Filter and prioritize technological challenges in piloting / scale-up and propose appropriate mitigation strategies.

· Directly assist in the planning and implementation of digital health solutions in Operations and filed as necessary.

Specific during 6 month period

· Direct and support idea development efforts through support to field teams and virtually through innovation aggregation platform (ThinkUP)

· Specific pending works related to an existing project

o Conduct Data Impact Assessment work as necessary and participate in the discussion as part of the Data Protection Network.

o Act and closely work with HIS team, OCG DSI team to ensure proper commencement of OCG Modular EMR incubator project

o Support and follow up telehealth and teleconsultation projects in collaboration with SI and MSF Canada.

o Follow up of digital initiatives (VOT and Digitally assisted HIV Self-Testing project) in Eswatini.

o Assist in the translation and implementation of digital clinical tools (eg PedaMINES ) that are in the projects of field R&D and pilot.

Your Profile

Education

· Master’s Degree (or equivalent) in Digital Health, Informatics, Computer Science, Computer Information Systems, Statistics, Epidemiology, or other relevant fields in humanitarian settings.

Experience

· Experience in Electronic Medical Records, Digital Health, Informatics, Computer Science, Computer Information Systems, agile project management, Epidemiology, or other relevant fields in humanitarian setups.

· Proven experience in deployment of digital health solutions in global health contests especially in low-resource settings.

Languages

· Excellent oral and written communication skills in English is essential.

· French is an advantage.

· Proficiency in another language is a plus.

Skills / Technical competencies

· Strong communication skills with a proven ability to explain digital health technical concepts in a simple, clear language appropriate to the audience, or in the form of guidelines, manuals, and protocols.

· Excellent interpersonal skills with the ability to effectively interact with culturally, linguistically, and diplomatically diverse internal and external stakeholders involved in medical technologies, innovation and software development and deployment

· Comfortable managing in a flexible, changing, and virtual environment, with the ability to be ready to adjust plans and direction in response to local feedback and the iterative nature of digital health projects.

· Assist in the development of internal knowledge on digital health solutions through participation in presentations, training, producing papers, and collaborating with vested departments and units Medical Knowledge Management project.

Terms of Employment

· Fixed-term contract of 6 months with an occupancy of 100%

· Based in Geneva (possibility to be based in existing OCG hubs: Dakar, Aman or Mexico)

· Ideal starting date: ASAP

· Gross monthly salary: from CHF 8’266.- to CHF 9’423.- (salary commensurate with equivalent experience and internal salary grid)
