Context:
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The European Union (EU)-IOM Joint Initiative for Migrant Protection and Reintegration in Africa (EU-IOM Joint Initiative) supports the efforts of African partner countries along the Central Mediterranean migration routes to strengthen migration governance and respond to urgent protection needs of migrants. The Initiative implements projects in 14 countries alongside a regional component: Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Guinea-Bissau, Guinea, Ghana, Mali, Mauritania, Niger, Nigeria, Senegal, The Gambia, and Libya. The main areas of activity include: (i) increasing protection and assistance for vulnerable and stranded migrants; (ii) facilitating voluntary return; (iii) achieving sustainable reintegration; (iv) enhancing government and stakeholder policies and responses; (v) giving access to accurate information; and (vi) improving data on migration flows, routes and trends as well as migrants’ needs and vulnerabilities.
Under the supervision of the Regional Media and Communication Officer, the Digital Media Officer will be responsible for the development (writing and editing) of editorial formats and establishment of editorial processes for the Regional Office’s (RO) websites and digital platforms. S/He will be responsible for developing media and outreach material to promote IOM work in the region.
Objectives of the assignment:
The candidate will be in charge of the following responsibilities
Manage IOM regional Social Media Platforms
- Cross disseminate relevant content on other corporate social media platforms.
- Manage the regional AgoraPulse Platform and coordinate with HQ/CO the service provider.
- Contribute to the development and monitor the implementation of the social media engagement plans for the IOM – EU Joint Initiative for Migrants Protection and Reintegration.
- Focus on the creation and dissemination of digital content across targeted social media channels.
- Provide technical support in the production of social media content including coordinating with country offices focal points staff to source or produce high quality content
- Utilize and encourage innovative and sustainable outreach tools to increase interaction with target audience, via SEO, meta tags, Google analytics and AdWords accounts.
- Support to increase traffic and assist in strengthening substantive and meaningful digital engagement through strategic messaging, multimedia content development programs as well as generating engagement and conversations via social media.
- Conduct regularly training sessions to field Public Information Officers on Digital engagement.
- Create visual storytelling packages which showcase the project and its activities and initiatives.
Undertake and oversee the development, production and design of interactive, visual communications, and digital products:
- Develop and manage RO Newsletters and update on the performance.
- Manage the regional websites, including troubleshooting, maintenance and performance monitoring.
- Liaise with OCU regarding web projects at global, regional and local levels.
- Arrange for, oversee or undertake research, storyboarding, production, design and development of a range of interactive, visual communications and digital products on IOM priority areas through multiple platforms, as part of regular external communications initiatives and outreach. This includes, but is not limited to, infographics, graphs, charts, data visualizations, animations, videos, maps, multimedia features, quizzes, web and mobile applications;
- Oversee and undertake production and maintenance of existing digital and web interactive products
- Assess, arrange for and implement project’s scope, timing, work effort and budget throughout a given project life cycle for long-term digital products (such as interactive web applications), in coordination with Web and IT teams;
- Manage relationships with external vendors and supervises the production schedules and work of designers (interactive, web, UX) and developers (web, mobile) in the development and production of interactive, visual communications and digital products;
- Provide guidance to country and regional offices on interactive and digital communications standards, tools, and trends;
- Research latest digital trends in communications space and conceptualize creative opportunities for digital innovation.
Undertake digital distribution, promotion, monitoring and website analytics:
- Oversees the distribution of content on marketing channels, such as newsletters and Google ads;
- Arrange for or undertake the set-up of newsletter templates, as needed, for major external communications initiatives and outreach purposes;
- Research and implement new avenues for digital content distribution and promotion;
- Monitor and report on website analytics to inform digital strategies online (e.g. user experience, information architecture, SEO, etc);
- Provide training on email distribution and web analytics platforms for external communications purposes, as needed.
Required Qualifications and Experience:
IOM is looking for a consultant with the following profile and experience:
· Master’s degree in Computer Sciences or a related field from an accredited academic institution with two years of relevant professional experience or
· University degree in the above fields with at least 4 years of relevant experience
· experience as Digital Media Officer within an international organization,
· experience at global or regional level as an asset.
· Extensive experience in coordinating digital communications in Africa.
· Strong background in coordinating multi-country campaigns and high-level events in Africa.
· Experience on working on user experience and human centered design projects;
· Demonstrated expertise coordinating corporate e-marking newsletters
· Proficient in Drupal 8, UX, MailChimp, Canva,
· Good knowledge of dynamics of migration
· Previous experience in a similar role with a UN Agency is an asset.
Skills
· Excellent organizational and communication skills; and,
· Good coordination and planning capacities**
· Ability to work with field and organize stories collecting missions**
Language
· fluency in Englishqis required
· at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
