  • General objective

Digitize the Professional Training Kit on the protection of EJM by transforming it into a MOOC (massive open online course), accessible both online and offline, and compliant with modern standards of digital learning.

  • Specific objectives
  1. Develop an interactive module compatible with learning management systems (LMS) such as Moodle and compliant with SCORM standards .
  2. Integrate features tailored to practitioners’ needs, including:
    • Narration vocale et options « text-to-voice » et « voice-to-text ».
    • Interactive activities and practical cases.
  3. Ensure optimal accessibility through lightweight content, facilitating use in areas with low connectivity.
  4. Develop monitoring tools allowing trainers to track learners’ progress and validate their activities.
  • Deliverables
  1. Final product: Interactive module validated and deployed online, compatible with Moodle and accessible offline, containing videos, quizzes, interactive activities, and voice narration.
  2. User Manual: Guide for trainers including screenshots, explanatory videos and contextualization tips.
  3. Open source code: Made accessible to allow future adaptations.
  4. Final report: Summarizing feedback, adjustments made, and recommendations for the future.

    All deliverables will be written in French.

  • Duration of the service

The entire contractual period will cover two months from the date of signing the contract:

Content development: 3 weeks

Testing and validation phase: 2 weeks

Deployment and finalization: 3 weeks

Expected start date: April 1, 2025

  • Qualifications required of bidders

  • Bidders must:

    Have 5 years of experience in creating interactive digital content for online learning.

    Master graphic design tools ( Adobe Creative Suite , Figma , Sketch ).

    Have proven experience with LMS platforms such as Moodle .

    Have expertise in educational design and UI/UX , adapted to audiences with low literacy.

Present a portfolio of similar projects .

  • Key Features:

Module management: Hierarchical organization with introductory sections, educational objectives, and explanatory sheets.

Multimedia Content Integration of videos, interactive quizzes, voice narration, and interactive texts.

**Engagement:**Forums, polls, and guided discussions.

Tracking: User dashboard to track progress and scores.

Accessibility: Multilingualism, audio playback options, and offline compatibility.

Administration: Interface to manage content and monitor learner performance.

How to apply

The application file must include a technical proposal and a budget proposal. Please adhere to the following structure for your offer and required documents . The number of pages indicated for each section is not binding, but the offer (without annexes) must not exceed eight (8) pages (Arial font, size 11, single spacing, standard margins):

Cover letter indicating the validity of the offer: 1 page max.

Technical offer

Bidder’s presentation: 3 pages max.

  • Presentation of the structure, expertise in managing similar services, and Insertion of links to practical cases on similar experiences
  • Thematic and methodological experience, skills relevant to the service
  • Status of similar services

Methodology and idea for the implementation of digital solutions: 3 pages max.

  • Proposed approach for testing and finalizing the final version

Financial offer: Price list proposal: 1 page max.

Price list proposal for each section, each containing:

  • Fees
  • Unit cost of service for each component
  • Other costs

For each line, please indicate: the nature of the unit, the cost per unit and the total cost

Financial offer must be made in Swiss francs (CHF) including all actual costs and expenses of the mission and detailing the costs for each stage for a total amount not exceeding twenty-five thousand Swiss francs (25,000 CHF).

The mission will be validated on the basis of actual costs and presentation of the related invoices.

Technical offer 70%

-Experience and qualification of the bidder: 40%

  • Qualification and expertise of the service provider in connection with the design and implementation of similar services:
  • Proven experience in creating interactive digital learning courses: supported by 3 certificates of completion.

-Methodology proposed for the service: 30%

  • Proposed methodology for the design and implementation of the digital learning course taking into account the specific conditions of end users

Financial offer: 30%
