Who are we ?

The mission of Maries Stopes International is “children by choice not by chance”; As an organization specializing in reproductive health rights, we act through our service offering channels to strengthen the family planning offering in Niger.

In Niger, the contraceptive prevalence rate is very low (12%) and stagnant while the fertility rate remains high (7.6). Under the invitation of the Ministry of Health of Niger to participate in the implementation of the 2020-2030 Action Plan for family planning in Niger, Marie Stopes International Niger was created in 2014. MSI Niger quickly became the one of the largest providers of sexual and reproductive health (SRH) and family planning services in Niger. The organization is constantly expanding thanks to multiple donors who recognize the quality of the services provided by MSI.

Function

The Financial Director supports country programs to achieve sustainable growth in compliance with financial rules, by improving financial management and the financial performance of programs. The FD will be supervised by the Country Director, and will work in close collaboration with the regional finance team

The FD supervises a financial team in Niamey and in the regional base (Maradi), ensures that financial systems meet donors, MSI Global standards as well as local regulations.

Main Responsibilities

  1. Strategy and Team Management
  • Contribute to the annual strategic planning and development opportunities of MSI Niger
  • As a member of the management team, create an ethical and mutually respectful work environment that attracts motivated, qualified and effective team members and enables them individually and collectively to strive for excellence ;
  • Contribute to the team building effort, establish constructive internal relationships, help identify problem-solving options and ensure the integration of all team members into the relevant decision-making process;
  • Work closely with the regional finance team on financial systems improvement projects;
  • Supervise members of the finance team, organize tasks and work plans, evaluate their performance and organize their training and professional development.
  • Be an active member of the MSI RDC management team (SMT): develop the annual planning, strategies, budgets and projects in order to achieve the organization’s objectives
  • Establish a transparent management culture and a professional approach within the organization
  1. Financial and Accounting Management
  • Ensure that MSI Niger’s accounting complies with local standards and regulations, donors and MSI Global
  • Ensure the efficient and transparent use of financial resources by putting in place the necessary internal controls, particularly at the level of payroll, cash registers and banks, inventory management and fixed assets.
  • Be a stakeholder in discussions regarding risk management, responsible for managing financial risks and implementing appropriate mitigation strategies
  • Manage program cash flow and ensure funding requests from MSI headquarters in London and local donors for proper implementation of activities
  • Taxation: stay informed of national tax policies and their potential impacts on MSI’s activities, recommend measures to be put in place to ensure that MSI meets its tax obligations
  • Check all accounting journals prepared by the team and validate them before being posted in the accounting system
  • Control the coding of Intercompany transactions with London and other countries in the region, post them before the monthly closing
  • Before each closing, analyze the balance sheet accounts and ensure that the balances are detailed with an aged balance and justified
  • Ensure monthly accounting reporting to MSI Headquarters, including general accounting files, account reconciliation, expenditures by cost center/project, and other financial information within required timeframes
  • Set up monthly and annual closing calendars listing the tasks of members of the finance team and also organize a work session with the SMT to analyze the month’s trends
  • Ensure systematic, secure archiving in compliance with local law and grant contracts
  • Collect debts from debtors
  • Pay the organization’s invoices to suppliers and service providers and pay advances
  • Develop and transmit monthly financial performance analyzes and statistics to all other departments, focusing on critical points that require specific monitoring
  • Write in collaboration with the Regional Finance Advisor a financial procedures manual and train employees on this manual, keep it up to date
  1. Project Management and Reporting
  • Implement mechanisms for monitoring budget expenditures against implementation of activities and make recommendations for corrections if necessary with program managers
  • Maintain budget monitoring tools, such as the HR forecast and the analysis of indirect operating costs.
  • Prepare and share monthly a detailed list of programmatic expenses to the management team, by donor.
  • Ensure monitoring of allocated expenses and their eligibility in relation to budgets and agreements with donors and partners and make relevant proposals for corrective actions to those in charge and to the Resident Representative
  • Ensure financial reporting to donors on time and in compliance with contractual commitments.
  • Develop annual budgets (business plan) with program teams and update these forecasts monthly and quarterly
  • Collaborate with program teams and New Business teams to develop budgets for new proposals with donors
  1. Audits
  • Be the focal point for internal and external audits by coordinating auditor requests with the different teams within the required deadlines
  • Prepare, in collaboration with the regional finance team, management responses to audit recommendations
  • Ensure that all audit recommendations are implemented within the allocated timeframes
  1. Ensure internal control
  • Ensure the updating and implementation of transparent financial management systems, procedures and policies, in accordance with national, international and MSI standards
  • Establish an internal control system for cash, stocks, assets and other fixed assets
  • Identify internal control deficiencies and develop systems and procedures to address them
  • Ensure that all MSI RDC management understands the financial policies, procedures and financial systems of the organization.
  • Carry out periodic inspection visits to service delivery centers.
  1. Ensure administrative management
  • Ensure compliance of MSI agreements with national regulations
  • Ensure that MSI complies with national legal obligations
  • Ensure compliance with administrative and financial procedures
  1. Ensure staff development
  • Supervise staff members under his direction: establish priorities, monitor performance, carry out coaching, ensure motivation, identify training needs and ensure skills building.
  • Support the recruitment of staff in the finance and operations teams

Skills and Experience (desired)

  • Minimum 5 years of experience in a similar position or Finance Manager in an NGO and/or in the private sector
  • A university-level degree in financial management or accounting with an official accounting designation
  • Demonstrated experience developing and implementing accounting and financial systems and procedures
  • Experience working with institutional donors and preparing reports to donors (
  • Experience working with accrual accounting software (SUN, SAGE, Tempro, QBE, Infor, etc.)
  • Know how to produce, format and present a financial analysis and recommend appropriate actions to improve the performance of an organization
  • Experience in the private commercial sector and/or non-governmental sector
  • Proven experience in the application of cost control, improvement and project development systems
  • Experience in team development using performance management tools and key performance indicators
  • Motivation and will, with the ability to lead and inspire staff
  • Proven experience in the development and implementation of accounting and finance systems and procedures
  • Mastery of MS Office (Word, Power Point, Outlook) and particularly advanced Excel, pivot table level and sum if function (ESSENTIAL):
  • Experience in team management, coaching, and training
  • Knowledge of French (ESSENTIAL) – English (MAJOR ASSET)
