DIRECTOR, COMMUNITY HEALTH SYSTEMS, BENIN At CARE USA

CARE seeks a Director, Community Health Systems for the anticipated USAID-funded Health Facility Services Improvement Activity in Benin. The purpose of this activity is to support the Government of Benin to ensure that health services in select public and private facilities are sustainably improved and effectively utilized to reduce child, neonatal, and maternal mortality. The activity will support the scale-up of evidenced-based high impact interventions, and target appropriate populations, with a specific emphasis on women (including pregnant women), adolescents, and children under five years of age.

The Director, Community Health Systems will be responsible for guiding the design and implementation of overall capacity development/training activities related to health systems in support health services for the project.

This activity is expected to be a five-year program in the $10-$24M range.

Specific duties and responsibilities:

·Advise and collaborate with the CARE Benin, relevant private and public sector partners, and community health structures on the development, implementation, and evaluation of technical cooperation programs in the areas of health systems development, and health services organization and management.

·Ensure that activity components are results-oriented, deliverables are of high quality, and reporting is relevant and timely. The Director must focus on achieving results in all areas within the timeframe and ensure synergies and cohesion between the different result areas.

·Promote and support the establishment of policies, norms and standards for the design, organizing and functional programming and operation of health systems, integrated health services networks including hospital and other health facilities and services, and public health infrastructure and services.

·Assist in development, implementation and oversight of pilot programs testing innovations to improve health services.

·Provide technical cooperation for the development of health services, to ensure that health services in select public and private facilities are sustainably improved and effectively utilized to reduce child, neonatal, and maternal mortality.

·Provide technical inputs to develop and finalize reports to USAID through both formal and informal debriefings, annual and semi-annual reports.

·Assist DCOP in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.

·Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lesson learned.

·Participate in technical networks, meetings, and select technical working groups as appropriate to represent the project and ensure collaboration on relevant technical work.

·Provide technical support to field-based health staff.

Qualifications:

·Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent

·Seven (7) years of progressively responsible, direct experience in MNCH/FP policy development, program planning, implementation and/or evaluation in a developing country setting.

·Experience in capacity development and systems strengthening, with a focus on local governance.

·Demonstrated knowledge of Benin health system agencies, and facilities

·Demonstrated experience managing USAID-funded or similar-sized projects, ideally at the Director level.

·Ability to successfully recruit, train, develop, and manage staff.

·Strong negotiation skills and ability to develop relations with local counterparts, donors, and other stakeholders.

· Demonstrated innovation and success in staff capacity building and in participatory, flexible, and gender-sensitive programming and implementation.

·Demonstrated commitment to principles of gender equity, diversity, and inclusion, as evidenced in previous management positions and programming.

·Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).

·Strong communication skills, both oral and skilled technical writing; and inter-personal skills.

·Ability to manage agreements and all required programmatic and financial reporting requirements.

·Ability to perform internal control functions to manage project operations.

· Effective written and communication skills in English and French with fluency
