The IRC has been working in Bangladesh for over 5 years implementing direct programming in the areas of WASH, education, livelihoods, reproductive health, gender-based violence, and child and youth protection and development. With an annual operating budget of over $ 1 billion (2021), IRC successfully runs a global portfolio of both humanitarian as well as development interventions and has significant experience implementing large-scale programs requiring substantial and sustained collaboration with multiple actors.

Position Summary

The IRC is seeking a Director of Finance and Administration (DFA) for the five-year, $25 million USAID-funded Communities for Gender Equality (CGE). This activity will be focused on gender equality and inclusive development in support of Sustainable Development Goal 5. The activity may support interventions that address the full cycle of Gender-Based Violence (GBV) prevention, mitigation, and response.

The position will have responsibility for all aspects of strategic and operational finance and operations, acting as the principal finance business partner to the Chief of Party and other Senior Management team, as well as conforming to IRC’s financial control environment and CFO standards and objectives. The responsibility will also include continuous coordination with the country office; particularly with the Senior Management Team at IRC Bangladesh and Regional Finance Director at Asia Region.

This position will report to the Chief of Party (COP) and is contingent on the IRC being awarded funding. It is anticipated to begin in Dec 2024.

Job Responsibilities

· Provide oversight of Operations teams, including Procurement, Finance, Logistics, HR, Security, and Administrative support staff.

· Establish project’s finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.

· Ensure that all policies and procedures are in compliance with USAID and the IRC policies, procedures, and requirements.

· Manage project finance activities and schedule to meet the financial reporting requirements and deadlines specified by USAID and the IRC HQ.

· Closely monitor all financial activities and keep the Chief of Party and Country Senior Management Team advised of all situations which may have a negative impact on internal controls or financial performance.

· Oversee project budget development/amendments, and implement budgeting and financial reporting processes to meet project financial management, forecasting, and reporting requirements.

· Ensure that project receives effective operational support in supply chain, HR and other administrative functions. Work closely with Deputy Director Operations of IRC Bangladesh office to ensure synergies between the project and country operations.

· Collaborate with IRC Bangladesh Deputy Director for Finance and ensure timely dissemination of program finance information.

· Enforce internal control policies and procedures.

· Establish project finance roles and responsibilities matrix; ensure job descriptions are updated; recruit and maintain qualified staff to perform finance functions.

· Supervise the preparation and revision of project budgets.

· Prepare the annual and monthly cash budgets based on approved funding.

· Support consortium partners with finance, accounting and administrative matters, maintain collaborative partner relations, and ensure effective delivery of project support when needed.

· Coordinate and lead the annual audit process, liaise with external auditors and the IRC Finance team and Senior Management Team, supervise implementation of audit recommendations when necessary.

Requirements

• Bachelor’s degree from an accredited university in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA

• 5-8 years of managerial experience in similar Finance, Compliance, or Operations role supporting USAID and international donor projects in similar contexts.

• Experience managing USAID cooperative agreements and overseeing international and local sub-recipients and grantees.

• Experience with financial management and reporting on multimillion-dollar USAID-funded projects with sub-awards.

• In-depth knowledge of US Government financial management processes, rules and regulations required.

• Significant previous experience working in crisis-affected contexts, in Bangladesh and/or Asia

• Capacity to work well under pressure, and the ability to communicate appropriately and effectively cross‐culturally is critical.

• The candidate must be fluent in English. Additionally, knowledge of Bengali language will be preferred.
