Director, Finance and Administration (Countywide Sanitation Activity) At Action Against Hunger USA

Summary of position

Action Against Hunger USA seeks an experienced Director, Finance and Administration for the USAID/Liberia Countywide Sanitation Activity. Under this activity, USAID/Liberia seeks sustainably eliminate open defecation in five counties (Montserrado, Bong, Nimba, Lofa, and Grand Bassa), moving everyone in those counties who currently practices open defecation to at least a basic level of sanitation.

The Director, Finance and Administration will report directly to the Chief of Party and will be responsible for the overall financial and administration/operations components of the project, ensuring appropriate use of financial resources and ensuring that financial reporting at all levels (including sub-awardees) is in accordance with agreement terms. The Director, Finance and Administration will oversee budget development and administration, manage implementation of key financial and operational program activities, ensure efficient operational support for the project team, and ensure compliance with USAID and Action Against Hunger regulations.

Purpose

To oversee the sound and transparent finance and administration of the project funds by providing accounting and financial management consistent with USAID rules and regulations and Action Against Hunger financial management frameworks and local finance, Human Resources (HR) and logistical legislations.

Engagement

The Director, Finance and Administration will work in close collaboration with the Chief of Party, MEAL Head of Department, the Program Director, Director of Support Services amongst other departmental heads in the country office.

Externally, he/she will coordinate the financial aspects of the project with program partners, create and maintain a cordial working relationship with them to ensure the program’s success.

Delivery

The Director, Finance and Administration will create appropriate tools for monitoring and evaluation of financial, HR and logistics aspects for the program and produce timely and quality reports in the three areas of focus as per Action Against Hunger and USAID requirements.

  • Design the budgetary, HR and logistics framework of the Countywide Sanitation Activity
  • Develop high quality and timely financial, budgetary HR and logistics reports to USAID, and Action Against Hunger’s Head Quarters and the country office management team
  • Designing, disseminating and ensuring compliance with cash management procedures across the program
  • Endorsing of and overseeing compliance with financial rules of USAID funding framework, rules and regulations and local of Ethiopian local authorities
  • Monitoring financial risks and issuing alerts when necessary
  • Defining with the project partners the modes of financial and budgetary management in the framework of the program
  • Identifying risks of fraud and corruption in the program and setting up preventive and monitoring mechanisms
  • Adapting monitoring recommendations arising from the day-to-day controls and audits
  • Oversee all aspects of project financial management, including financial systems implementation, budgeting, expenditure tracking, financial reporting, accounting, and cost share tracking and reporting
  • Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation
  • Develop program budgets with teams and monitor budget pipelines
  • Lead development of the project’s granting component, including development of transparent procurement processes; grantee expenditure tracking; grantee capacity-building in fund management and reporting; etc.
  • Support sub-recipients as needed to ensure sound financial management and operations
  • Ensure that sub-recipients, sub-grants, and consultancy documents and procedures are completed in a timely manner and comply with Action Against Hunger and USAID policies and regulations
  • Supervise finance and operations staff including performance evaluation; develop staff capacity and facilitate professional growth
  • Prepare quarterly and annual expenditure reports and prepare project pipeline estimates.
  • Maintain good working relationships with officials, government ministries, implementing partners, and the international and local NGO community
  • Monitor country-level expenditures, identify and monitor implementation of any corrective actions needed
  • Support country office finance and operations staff capacity building; and
  • Coordinate closely with the Action Against Hunger offices on administrative and financial matters and supporting risk mitigation measures.

Requirements

  • Demonstrated experience in financial management of large and complex international-donor-funded projects including experience in the management of USAID-funded projects
  • Expertise with procedures required for adequate planning, monitoring, and re-aligning of complex budgets.
  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
  • Familiarity with USG Cost Accounting Standards; Extensive knowledge of computerized accounting systems, accounting software and Microsoft Office.
  • ACCA/CPA or other recognized professional accounting qualification preferred.
  • Proficiency in the use of SAGA software’s an added advantage.
  • Possess excellent organizational and analytical skills.
  • Good to add high attention to details and any other activity in line with the position assigned by line manager.
  • Willing to travel between, 10% of the time.
  • Fluency in English (oral, writing, and reading).
  • Ability to work and reside in Liberia highly preferred.
