How will you fight for an AIDS-free generation?

The Director of Finance and Operations for the anticipated five-year USAID Kitumaini 2030 project will oversee all aspects of program operations, ensuring efficient and effective management of program funds. He will direct the financial, contractual, procurement, administrative, and human resources (HR) functions of the project. The project’s main objectives are increasing uptake of HIV and other prevention services for priority and key populations; increasing uptake of HIV testing services at facility, community, and provincial levels; increasing laboratory services and uptake and adherence to high quality HIV treatment for OVC and Strengthening and improving capacity of DRC’s health systems to manage the HIV response. This position is contingent upon award.

No two days are alike at EGPAF, but what can you expect in this role?

  • Support the COP in providing operational oversight and management of implementation activities to meet project goals and objectives in a timely manner.
  • Ensure that all project activities and expenditures are compliant with USAID, PEPFAR, and EGPAF rules and regulations, DRC law, and industry best practices.
  • Manage and monitor sub-grantees, and help maintain collaborative working relationships with USAID, partners, and other key stakeholders.
  • Serve as the focal point for all operational matters on this project.
  • Assist the COP in ensuring work plans, budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry, USAID and EGPAF policies.
  • Establish and maintain adequate financial management systems, transparent financial and reporting procedures, and effective operations of financial controls.
  • Manage and supervise the sub-grants, finance, administration, logistics, and procurement activities across all project activities at the central and decentralized levels.
  • Oversee HR operations, including implementation of personnel policies, ensuring a competitive salary structure for staff, accurate monthly payroll enactment, and staff development.
  • Lead and support efforts to implement and ensure compliance with USAID and EGPAF policies, including conducting internal audits.
  • Oversees the budget process, ensuring effective and efficient allocation of project resources and funds.
  • Support local sub partners in financial and administrative capacity building activities.

To be successful, you will have:

  • 10-15 years of continuous management experience, 5 of which must be at the senior level.
  • Significant experience in leadership, budget management, and administrative management.
  • Experience managing the financial and operational components of USAID/PEPFAR programs.
  • Experience working in the Democratic Republic of the Congo or the Central Africa region.
  • Master’s degree in public health or related field.
  • Experience in establishing and sustaining working relationships with Ministries.
  • Excellent communication, interpersonal, writing, and strategic planning skills.
  • Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary, multi-cultural team.
  • Fluency in spoken and written English.
